The Qur’an commands Muslims to act justly and fulfill their agreements. The Prophet Muhammad ﷺ also instructed Muslims to honor their covenants and treaties.
Historically, Muslims have lived under non-Muslim governments at various times. One famous example is when some of the Prophet’s companions migrated to the Christian kingdom of Abyssinia (modern Ethiopia/Eritrea region). The Prophet advised them to go there because the Christian king was known for justice, even though the kingdom was not governed by Islamic law.
So if a country such as the UK:
* allows Muslims to worship,
* protects mosques,
* permits religious dress,
* allows Islamic charities and education within the law,
then many scholars would say Muslims should respect the country’s laws and be good citizens.
Now, as I live in the UK and I am a Muslim, the UK does not stop not only Muslims but also people of any other religion from practising their faith. The UK does not stop them from praying according to their religion. The UK is not stopping anybody.
