私はこの文章を読んでいませんが、この英文だけで判断するなら、『黄リー教』p.273「2つのS+Vのルール」から構造は簡単に分かりますね。

he should please read his paperとthe man takes two corners of the blanket and flaps it over the mattressは一見comma splice（コンマ接合）で、「2つのS+Vのルール」の例外のように見えます。

しかし、どう考えても「言い換え」や「同性質の内容の列挙」ではありませんから「2つのS+Vのルール」の例外ではありません。したがって、どちらかが主節で、���ちらかが従属節です。

ところで、S+Vを従属節にするためには「従属節を作る語」が必要です。he should please read his paperとthe man takes two corners of the blanket and flaps it over the mattressはどちらにも「従属節を作る語」がありませんから、このままではどちらも従属節にすることが出来ず、誤文になってしまいます。

そこで、���めて英文中に「従属節を作る語」がないか見直すと、文頭に従属接続詞のBeforeがあります。このBeforeが作る副詞節の中にhe should please read his paperを入れれば、全体は「Before she can tell him no, he should please read his paperが副詞節で、the man takes two corners of the blanket and flaps it over the mattress.が主節」という複文になって、「2つのS+Vのルール」をクリアできます。

これで英文全体の構造が確定しました。次はshe can tell him no, he should please read his paperを構造と意味が成立するように読むだけです。

ここもcomma spliceのように見えますが、やはりshe can tell him noとhe should please read his paperは「言い換え」や「同性質の内容の列挙」ではありませんから、どちらかが主節で、どちらかが従属節の関係になっているはずです。そこで「従属節を作る語」を探しますが、見当たりませ��。

さあ、困りましたね。ここでtellが話法の伝達動詞であることに気がつけば、一気に正解が分かります。ここはshe can tell him, “No, you should please read your paper”という直接話法を描出話法で書いているのです。私の記憶では、東大の和訳問題は以前にも描出話法を何回か出題していますね。
