During our discussion, I briefed the Ambassador on the latest security, economic, social, and political developments in the Northeastern State of Somalia (NES).

Historic Welcome to the Northeastern State of Somalia (NES)!

1. The ministerial meeting of Intergovernmental Fiscal Federalism warmly celebrates the long-awaited full participation of the Northeastern State as Somalia.

2. For far too long, the proud and resilient communities of NES have been excluded, marginalised and denied their rightful place in national decision-making and development. Today that chapter ends. Their voices, needs and aspirations are now fully at the federal table.

3. The Council has welcomed the participation of the Northeastern State of Somalia in the meeting and has reaffirmed the importance of ensuring that the NES and the Banadir Regional Administration benefit from all development projects and programs in the country.

4. This milestone is sealed by a clear, transparent fiscal transfer formula for the distribution of budget support to all Federal Member States — a formula acceptable to every member and marking a major step toward equitable, predictable and fair resource sharing.

5. The NES will now benefit from:
✅ Recurring Cost Recovery Financing (RCRF) — ensuring sustainable financing for salaries, operations and essential services
✅ Somalia Enhancing Public Resource Management Project (SERP) — strengthening public financial management, domestic revenue mobilisation and institutional capacity across the board

6. Unity is not just a slogan — it is now being built with concrete fiscal inclusion and development opportunities for every Somali.

Finance Ministers issue communiqué following 24th meeting to strengthen financial cooperation and boost domestic revenue.

The second day of the Finance Ministers’ Fiscal Forum is underway, with the adoption of the comprehensive Policy Paper on the Revenue Assignment Agreement and efforts to harmonize the existing sales tax agreement. The forum is scheduled to conclude with the formal signing of the official communique, marking a significant milestone in the ongoing fiscal collaboration between the Federal Government of Somalia and the Federal Member States.

Mogadishu, Somalia – The 24th meeting of Finance Ministers from the Federal Government and Federal Member States concluded in Mogadishu today.

The talks focused on strengthening financial cooperation, boosting domestic revenue, and accelerating economic reforms.

The Finance Ministers’ Fiscal Forum commenced today in Mogadishu, with participants from all Federal Member States present. The forum is expected to deliberate on amendments to the Fiscal Transfer Grant Agreement, endorse the Policy Paper on the Revenue Assignment Agreement, and promote the harmonization of Sales Tax policies. The meeting was chaired by the Federal Minister of Finance, Bihi Egeh.

We engaged in discussions on key fiscal reforms, including the uniform income tax rate from January 2026 and the FMIS rollout, and remain committed to collaborative national progress

1. For the past two years, the Northeastern State of Somalia (NESS) has laid the groundwork for protecting state security, maintaining unity, and transitioning from interim to full federal member state (FMS) status in Somalia’s federal system. This culminated in the inauguration of NESS’s new government for a 5-year mandate.

2. The government’s tasks ahead are clear:

—Rebuild governance with transparency, accountability and learn from previous FMS’s failures and ever present petty squabbling characteristic.

—Enhance security by building a professional force integrated with federal structures.

—Foster economic growth through infrastructure like roads, ports, and energy to attract investment and leverage the state’s location.

—Promote social services, including education, healthcare, and water, to improve life in underserved areas like Sool, Sanaag, and Togdheer, which were previously blocked by prior administrations.

—Strengthen unity and reconciliation by mediating disputes with neighbors, ensuring peaceful coexistence within Somalia’s federal framework.

—Build international partnerships for state-building, as shown by recent involvement of Turkey, Saudi Arabia, and other partners.

3. The people of NESS have cadres of politicians and technocrats who can help build the State; they need to rise to the challenge.
