Historic Welcome to the Northeastern State of Somalia (NES)!
1. The ministerial meeting of Intergovernmental Fiscal Federalism warmly celebrates the long-awaited full participation of the Northeastern State as Somalia.
2. For far too long, the proud and resilient communities of NES have been excluded, marginalised and denied their rightful place in national decision-making and development. Today that chapter ends. Their voices, needs and aspirations are now fully at the federal table.
3. The Council has welcomed the participation of the Northeastern State of Somalia in the meeting and has reaffirmed the importance of ensuring that the NES and the Banadir Regional Administration benefit from all development projects and programs in the country.
4. This milestone is sealed by a clear, transparent fiscal transfer formula for the distribution of budget support to all Federal Member States — a formula acceptable to every member and marking a major step toward equitable, predictable and fair resource sharing.
5. The NES will now benefit from:
✅ Recurring Cost Recovery Financing (RCRF) — ensuring sustainable financing for salaries, operations and essential services
✅ Somalia Enhancing Public Resource Management Project (SERP) — strengthening public financial management, domestic revenue mobilisation and institutional capacity across the board
6. Unity is not just a slogan — it is now being built with concrete fiscal inclusion and development opportunities for every Somali.
Somalia's city of Las Anod has been one of the country's pillars of national unity, with the recent historic visit by President Hassan Sheikh Mohamud and Prime Minister Hamza Barre highlighting its significance.
Here's why the city is so strategic
Somalia should quickly work with Turkey, Saudi Arabia, and Egypt to set up an air defense and air monitoring base in this area so it can fully control its airspace and stop unauthorized military or intelligence flights from passing through.
