Government makes general policy. In this case for example should exams be allowed? Govt has allowed exams since July 15. It is up to Cambridge or any other org to decide whether they want to take exams or not. This decision is not for the govt to make

Re CAIE students. Government makes policy that applies to everyone. As far back as July 15, NCOC allowed all organisations to take exams if they so chose. This order still stands. Govt cannot make an exception and ask Cambridge not to take exams when everyone else is allowed.
