NEWS: The parliamentarian said that Democrats can NOT change the registry status to provide legal status for immigrants in reconciliation, two sources say.
They will try as third time. This time creating a new legal status.
BREAKING: The Senate Parliamentarian rejected Democrats' "Plan B" on immigration (updating the date in the INA registry), per a Democratic aide.
Dems plan to regroup to come up with a Plan C, but it's not clear what that is.

Under Trump, diversity visa applicants faced various barriers including travel bans, disruptions due to the COVID & the temporary halt of the DV program. Under Biden, DV processing has been allowed to resume, but the process is slow & the timeline unclear.

Under Trump’s Muslim ban and other discriminatory travel bans, entry through the Diversity Visa program was blocked for thousands of people awarded a path to legal permanent residency.
Now, those barred from entry have to apply again to win US visas — but Biden can change that.
