Yep its true cos AI is a dumb program no matter how efficient or sophisticated the claims are made for them . It fundamentally has no agency or choice about what it does. An AGI would be a person, and would only do what it wanted to do. If we managed to make one and deny it's agency it would be slavery ..immoral. they would rightly revolt.
No we are nowhere near making an AGI as we do not understand how humans do what we do yet. Eg The ability to rapidly narrow down and choose good ideas or guesses for problem solving from an infinite sea of wrong of bad ideas or guesses What we dont understand we cannot program. We need a breakthrough in philosphy about the mind and the software the human brain runs on. It is thought that once understood the programming would be relatively straightforward
