Tukaram Mundhe stands between us and a silently bubbling health crisis.
Had Tukaram Mundhe not stood up to the powerful 5-star, celebrity restaurant, corporate food chain and dark store lobby, we wouldn’t have known just how much unsafe and adulterated food can enter the food chain.
In case you’re wondering, Mundhe is the Commissioner of the Food and Drug Administration (FDA) in Maharashtra. Over the past few weeks, his relentless drive against unhygienic food vendors has led to raids on restaurants, major food chains and 86 quick-commerce hubs. The raids have uncovered serious hygiene and food-safety violations. Four Domino’s and one Pizza Hut outlet were shut after FDA inspections found, among other things, grease residue, insect infestations and food products without proper expiry information.
Then came the dark stores. The FDA suspended 14 food licences linked to Blinkit, Zepto and Instamart outlets after inspections found violations including cockroaches and expired food.
In Maharashtra’s crackdown on milk adulteration, FDA inspections detected the dilution of milk with water and the manufacture of synthetic milk using urea, detergents and formalin.
In Pune, FDA raids seized suspected adulterated khoya, paneer, cheese analogue and ghee worth ₹47.36 lakh, with 35 samples sent for laboratory testing.
The food being delivered to your home for your kids can be sitting in a warehouse where cockroaches and rodents have access to it or might even be chemical food.
This is why what Tukaram Mundhe is doing matters.
But Mundhe is doing what Mundhe does best.
This 2005-batch Indian Administrative Service officer of the Maharashtra cadre, widely known as a strict, fearless and anti-corruption bureaucrat, is often dubbed a real-life “Singham”. This is a testament to his rigid adherence to rules, zero-tolerance approach to corruption and willingness to confront the system. But he has paid a big price.
Mundhe has been transferred 25 times in 21 years of service.
And there is now an apprehension that he might be muzzled once again.
Because the pushback has begun.
The courts have questioned the proportionality and procedure of some of the FDA’s actions. The Bombay High Court recently criticised the FDA over action against Cadila Pharmaceuticals, observing that it had effectively used a “sword to kill a mosquito” after the agency seized medicines worth ₹2.4 crore without prior notice. The FDA subsequently agreed to withdraw its orders and issue show-cause notices, allowing the company an opportunity to be heard.
In another case, the Bombay High Court directed the FDA to pay ₹5 lakh to a Pune dairy and sweet shop after its licence remained suspended despite the establishment subsequently achieving 98% compliance with food-safety requirements.
The courts are right to insist that regulators follow due process.
But here is the question the rest of us must ask:
Does due process mean going soft on food-safety violations?
Mundhe should not be above the law. But neither should the food industry. Don’t curb the man because he has had the temerity to enforce the law.
Instead, stand up for him because he is standing up for us.
