En las últimas horas, numerosos medios y actores políticos han difundido una afirmación contundente: “La CIA confirmó que hubo fraude electoral en Venezuela”. El problema es que, cuando se revisa el documento desclasificado, esa conclusión no aparece expresada como tal.
Más allá de las posiciones políticas, en estos casos el periodismo tiene una obligación básica: contar lo que dice un documento, no lo que algunos quisieran que dijera.
El primer engaño: el titular
Basta recorrer varios portales para encontrar frases como:
* “La CIA descubrió el fraude electoral”.
* “Estados Unidos confirmó que el chavismo manipuló las elecciones”.
* “El informe prueba que Chávez y Maduro se robaron los comicios”.
Son titulares de alto impacto, pero ninguno reproduce literalmente la conclusión del documento.
Lo que sí contiene el informe
El documento es un resumen de informes de inteligencia elaborados entre 2004 y 2020. Recoge reportes de fuentes, evaluaciones analíticas y análisis sobre supuestas capacidades técnicas.
Un informe de inteligencia no equivale automáticamente a una auditoría informática, una experticia técnica ni a una demostración verificable de que un hecho ocurrió. Esa diferencia es fundamental y suele desaparecer cuando el documento llega a los titulares.
El detalle que muchos omitieron
Uno de los aspectos más importantes es que el propio documento reconoce que la evaluación de referencia de la CIA no concluyó que se hubiera ejecutado un fraude electrónico en la elección presidencial de 2012.
Ese punto aparece en el texto, pero prácticamente desapareció de muchas reseñas y publicaciones que intentaron presentarlo como una “confirmación” definitiva.
De la sospecha a la certeza… en un solo titular
Buena parte de la narrativa pública se construyó transformando expresiones propias del lenguaje de inteligencia en afirmaciones categóricas.
No es lo mismo decir: “un informe analiza una información recibida”, que afirmar: “la CIA comprobó que ocurrió”. Ese salto cambia completamente el significado del documento.
Dos décadas de acusaciones que terminan en declaraciones
Durante más de 20 años se ha repetido el mismo libreto: cuando el sector político de la derecha extremista pierde una elección denuncia fraude, anuncia que posee pruebas y promete presentarlas ante el país y las instituciones.
Sin embargo, una y otra vez esas promesas terminan reducidas a ruedas de prensa, discursos, entrevistas y publicaciones en redes sociales. Las supuestas pruebas concluyentes nunca aparecen.
Lo que queda es la pataleta política, la acusación repetida y la intención de sembrar dudas sobre el sistema electoral. Pero repetir una denuncia durante años no la convierte en verdad. Tampoco anunciar evidencias equivale a mostrarlas.
Si realmente existieran elementos técnicos capaces de demostrar una manipulación electoral, deberían presentarse de forma pública, verificable y sometida a revisión. No basta con decir “las tenemos”, “las vamos a entregar” o “el mundo ya sabe lo que ocurrió”.
Después de dos décadas, el patrón sigue siendo el mismo: muchas acusaciones, grandes titulares y ninguna demostración contundente que sostenga la narrativa de un fraude electoral sistemático en Venezuela.
El riesgo de leer solo el titular
Hoy las noticias circulan a gran velocidad. Muchas personas comparten un titular sin abrir el enlace y otras comentan documentos que nunca han leído.
Así nacen muchas campañas de desinformación: no necesariamente inventando documentos, sino exagerando sus conclusiones, eliminando sus matices o presentando interpretaciones como si fueran hechos comprobados.
Una pregunta que vale la pena hacerse
Si el documento realmente demostrara de forma definitiva una acusación tan grave, ¿por qué habría necesidad de colocar titulares más contundentes que el propio texto?
Quizás porque, en ocasiones, el objetivo no es informar, sino influir en la percepción pública.
La mejor defensa frente a cualquier campaña comunicacional sigue siendo la misma: leer las fuentes, contrastar la información y desconfiar de los titulares que dicen mucho más de lo que el documento realmente afirma.

1. En cinco escuetas paginitas tiene más tachones que informaciones.
2. No presenta una sola prueba o evidencia de NADA de lo que sostiene o acusa veladamente.
3. La CIA cita a la CIA y a sus fuentes anónimas de hace 10, 15, 20 años (se supone gente seria como el Pollo, el cisne negro y Súmate, entre otras)
4. Todo se trata de "preocupaciones", de que si Chávez quería evitar la reelección de un Presidente de Estados Unidos (¿Bush... Obama?). De que si Venezuela desarrolló capacidades tecnológicas para hacer manipulaciones y por ahí te vas con la telenovela.
5. Léanse por favor la parte donde la CIA describe entre tachones negros algunas posibles formas de "fraude venezolano". La CIA se cuida de insistir en que todo se trata de una posibilidad pero los medios ahora lo dan como un hecho . No tiene desperdicio.😎
6. Ni la IA se salvó y la metieron en ese peo (para justificar la mención pública a China, of course my horse)
7. Y lo mejor, un momento de honestidad: el informe afirma que la CIA nunca pudo probar que en Venezuela se cometiera fraude electoral. No lo dicen una, si no varias veces.

In short, The American Strategy in the Middle East is this:
1. America has too much debt. China has become too powerful.
2. That debt needs a new way to be fed with fresh natural resources (Oil, Gold, rare earths, minerals, etc).
3. The debt cannot be fed without securing a new source of natural resources... this needs to be priced in USD Currency so that the currency does not collapse.
4. Iran has an economy stuck in 1979, +92M educated potential consumers, sits on TRILLIONS of dollars in natural resources, controls a critical landmass 1/6th the size of USA called "EURASIA", and is actively aligned with Russia & China to bypass America's First, Second and Third Chain containment around China... and all of this is controlled by some Shia mullahs who also do not like the American presence in the Middle East. In short, Iran has everything America NEEDS and WANTS.
5. America, American institutions and the USD Currency NEEDS those resources at a massive discount, something near to free, and the only way anyone gives anything free is through an invasion or by compelling them. America needs to acquire and to cancel everything in point 4 above.
6. American institutions will pay with the blood of some of its soldiers, in order to ensure that the American economy does not collapse, that the USD does not disappear, and that poverty and misery is exported so that the America can survive another 100+ years.
7. It literally did not matter whether it was MAGA Trump, Sleepy Biden, Harris, or Marco Rubio, this war was going to happen because the debt of the USA and its thirst for new fresh resources must be fed or it will turn the USA's USD into toilet paper.
8. Yes, Israel is part of American's National Security Strategy 2025, which is meant to make Israel in charge of the Middle East, and this strategy also cannot be implemented as Iran is standing in the way.
9. Trump, the administration and everyone connected will of course make Billions off of this war as well.

I've written to the Foreign Secretary calling on the Government to provide humanitarian aid and to release Venezuela's gold - held at the Bank of England - to help fund reconstruction.
Recorriendo Caracas para llevar insumos en zonas afectadas y donde están llegando damnificados de La Guaira, enorgullece ver que hay tanta gente ayudando. Para comprar y transportar agua y herramientas, montando centros de acopio y de distribución, apartando escombros y tratando de rescatar víctimas, incluso ingenieros y arquitectos ofreciendo inspeccionar viviendas. Nos hemos encontrado con miles de otros voluntarios por toda la ciudad.

As we continue to come to grips with the magnitude of the devastation caused by Venezuela's earthquakes, the international community needs to rapidly move to develop a course of action to help Venezuela address the emergency. One key element that needs to be reconsidered wholesale is the pertinence of the current sanctions regime. There are strong reasons to believe that maintaining current sanctions on the Venezuelan government and its economy will significantly impede the rapid mobilization of funds and help necessary to assist Venezuela.
Since the removal of Nicolás Maduro on January 3rd, the US has maintained sanctions on the Venezuelan government, including its state-owned oil industry and central bank. It has chosen to address the goal of sanctions easing through the issuance of general and specific licenses. Just today, it issued a general license to authorize all otherwise prohibited transactions related to earthquake relief.
The evidence shows that limited humanitarian licenses fall far short of what is necessary to allow resources and relief efforts to be adequately channeled to dealing with natural disasters. The basic reason is that while these licenses authorize specific transactions, financial institutions still tend to block or significantly delay any transactions for which they see a potential risk of being found to provide material assistance to sanctioned entities.
This is the well-known problem of overcompliance. Financial institutions need to devote significant amounts of resources to carry out the required due diligence in the context of a sanctions regime, and in many cases they decide that the cost isn't worth it and therefore end up blocking all transactions with a particular country. There is still the memory of the infamous case of GoFundMe, which suspended accounts that attempted to collect funds for relief efforts in the wake of the serious 2023 earthquake.
Given the strong evidence that sanctions regimes significantly slow responses to humanitarian emergencies, it is worth asking what the rationale is for still maintaining such a sanctions regime in the case of Venezuela, especially given that the Trump administration claims to have a good working relationship with the interim government of Delcy Rodríguez.
Proponents of maintaining the sanctions regime claim that it is necessary in order to put pressure on the Rodríguez administration to democratize. Yet this argument gets the picture completely wrong by misunderstanding how the combination of licenses and a sanctions regime actually operate. Given that the key institutions of the Venezuelan government have obtained specific and general licenses that allow them to carry out transactions, the current sanctions regime does not block the government's access to funds. What it does instead is make it more difficult for non-government entities and organizations to access funds.
A regime of sanctions plus licenses creates a structural asymmetry in that it divides actors between those whose transactions are pre-cleared (i.e., those who have licenses) and those who suffer from the overcompliance effects (those who do not have licenses). And so, while they allow the government to respond to the emergency, they impede civil society from doing so. But in a setting of diminished institutional capacity, and with a government that lacks the human and economic resources to effectively respond, what we need is to be able to empower civil society to actively participate in this response.

It might seem strange, comrade, but it’s actually an indication that the British State is directly involved in attempting to sabotage the Palestine Action case.
And when I say the British state, I mean MI6.
Before she became Advocate General, Catherine Smith was a long time trustee of the John Smith Trust, named after her late father, the former leader of the Labour Party.
What is that? It’s a charity which is in effect an MI6 cut-out or contractor. In the years between 2020 and 2024 when Catherine stepped down after being appointed Advocate General, the *lowest* proportion of the budget which came from the Foreign Office was 92.8%. In 3 of the five years it was 100%.
The money came from the intelligence controlled ‘slush fund’, as it was described by a parliamentary committee, of the Conflict, Stability and Security Fund. The fund is overseen by the Deputy National Security Adviser in the Cabinet Office, a bona fide spook.
In addition to being funded directly by British intelligence, the Trust has been attended by a variety of spooks, some of whom may indeed be ‘former’!
These include Jeremy Craig Oliphant, a former MI6 operative; Margaret ‘Meta’ Ramsay, a career MI6 operative and university friend of John Smith and other Labour Party luminaries from Glasgow University; and our old friend Chris Donnelly of Integrity Initiative fame. Donnelly is a former colleague of Oliphant, and while he was running the Integrity Initiative was an Hon Colonel in the Specialist Group Military Intelligence. The integrity Initiative came to grief when it was revealed that Donnelly’s think tank was registered to a derelict mill in Fife, and was revealed to be taking state money to attack the leader of Her Majesty’s Opposition, Jeremy Corbyn.
The Scottish charity regulator concluded this was not a charitable purpose and both the think tank and the initiative were closed down.
It’s interesting to note that the JST and the Integrity Initiative were funded from the same pot, the CSSF ‘slush fund’ for taking on the Russians in covert operations. All of this was run out of an obscure part of the Foreign Office called HMG Russia Unit, which was a ‘liaison point’ for covert ops against Russia and involved reps from all 7 (as it was then) British Intelligence agencies.
A key element of this work was known as ‘counter disinformation’ and was run for some years by a diplomat called Andy Pryce. He gets a little shirty when described as a MI6 officer, which he denies. Nevertheless, he was clearly the handler/overseer of the Integrity Initiative and very possibly the JST too.
So, perhaps the strange happenings in Edinburgh are not so strange after all?

The Effect of US-led Sanctions on Venezuela has been largely ignored by Western corporate and establishment press, despite the availability of information on the subject. U.S. overt and covert sanctions date to 2015, at the latest, and are designed to create a political and economic crisis — even a humanitarian crisis — in order to push the Maduro government out of power. The goal is to back right-wing domestic and oligarchical forces that would dismantle the entire progressive and revolutionary movement and reverse all economic and political gains made by the majority of the Venezuelan population, especially the poor. The U.S. has backed coups against Venezuela's elected popular governments since 2002.

I rarely have reasons to be proud of France these days, but this is definitely one.
France's parliament just voted - unanimously, 170 votes to 0 - a law that institutionalizes the restitution of cultural artifacts looted during the colonial era (the law covers a massive 157-year period).
It's going absolutely viral in Chinese social media because of this speech 👇 by MP @JPatrierLeitus who noted in Parliament that it included items stolen to China during the joint British-French sack of the Summer Palace in 1860.
Patrier-Leitus cites Victor Hugo's famous 1861 letter to Captain Butler, the British officer who wrote to him seeking his endorsement of the expedition - and got the exact opposite.

Hugo's letter is so revered in China that a bronze bust of him stands today at the Summer Palace ruins - I believe the only instance of a Westerner honored in China at the site of his own country's crime.
A powerful testament of how much a single act of intellectual honesty can redeem, if not a nation, then at least a name.
Hugo was also prescient: as Patrier-Leitus notes, that day "when France, delivered and cleansed, will return this booty to despoiled China" has indeed come (even though the "delivered and cleansed" part is, overall, pretty questionable in the current context).
This new law doesn't only concern China and the Summer Palace: it concerns ALL stolen artifacts by France during the period ranging between November 1815 and April 1972 - corresponding to the start of the second French colonial empire to the entry into force of the UNESCO convention on cultural property.
It's a massive scope: 157 years, thousands of objects and dozens of nations with potential claims. It's France reckoning with its colonial past in an unprecedented way and the fact ALL of France's MPs voted in favor of the law, without a single exception, is also pretty remarkable.
Hopefully this will also serve as a signal to other countries, especially the UK - the other "bandit" in Hugo's letter.
There is this Chinese saying from the Zuo Zhuan (左传), one of the foundational Confucian classics:
"To err and be able to correct it - there is no greater virtue." ("过而能改,善莫大焉", "guò ér néng gǎi, shàn mò dà yān").
