Unfortunately only a few unsettled cultures were considered to be Societies of Pops… the rest unplayable groups of people. But yea still an interesting mechanic

The "society of pops" EU5 content really changes how West Africa feels.

WIP setup aside, while you can't see them on the tag map, I think we can assume all cultures not tied to their own settled tag will fall into that landless country type.
