Après avoir vu Elon répondre au Programme alimentaire mondial de l'ONU qui lui réclamait 6 milliards pour "résoudre la faim dans le monde", j'ai compris quelque chose que je vais essayer de prouver ici.

Désormais, méfiez-vous de TOUT le monde qui achète de la sympathie publique en signant des chèques.

Reprenons l'histoire d'Elon, parce qu'elle est parfaite. 2021. Le patron du PAM, David Beasley, le tague publiquement : "2 % de ta fortune et tu résous la faim." Elon ne dit pas non. Il dit une seule chose, et c'est la chose la plus saine qu'un milliardaire ait jamais dite à une ONG : "Décrivez-moi exactement comment 6 milliards résolvent la faim. Compta open-source, que le public voie où va chaque dollar. Et je vends du Tesla immédiatement."

Réponse de l'ONU : un plan à 6,6 milliards pour nourrir 42 millions de personnes… pendant un an.

Vous voyez le problème ? Ils n'ont jamais pu répondre à la vraie question. Parce que la réponse n'existe pas. Le don ne résout rien : il nourrit douze mois, et la faim revient en janvier. C'est un abonnement, pas une solution. Beasley demandait un robinet permanent et l'appelait "charité".

La charité moderne, c'est ça : un puits sans fond déguisé en vertu. Elle ne touche jamais les causes profondes — la gouvernance, les institutions, la corruption, l'absence de marchés — parce que toucher les causes profondes tuerait l'industrie. Une ONG qui résout son problème se suicide. Son incitation, c'est que le problème dure.

Et l'argent ? Il ne va presque jamais à ceux qui sont censés le recevoir. Il s'évapore en couches de logistique, de salaires d'ONG, d'overhead, de "renforcement des capacités", de conférences à Genève. Vous donnez 100, le bénéficiaire en voit une fraction. Le reste fait vivre la classe professionnelle de la compassion.

Et puis il y a l'aile "intellectuelle" du truc : l'effective altruism. La version QI 145 du virtue signaling. Calculer froidement le bien marginal par dollar, "earn to give", sauver le futur. Le poster boy du mouvement s'appelait Sam Bankman-Fried. Il a détourné des milliards de clients en expliquant que c'était pour le bien de l'humanité. 25 ans de prison. Toute la ramification autour — fondations, think tanks, gourous de la moralité quantifiée — a découvert que l'altruisme optimisé est l'alibi parfait pour la fraude. Quand tu te crois en mission cosmique, voler devient un détail comptable.

Maintenant, le retournement. Devinez la SEULE forme de charité avec des preuves dures, des RCT propres, qui marche vraiment ?

Donner du cash. Brut. Random. À un village. Sans condition, sans plan, sans ONG qui t'explique comment vivre.

Étude Egger et al., Econometrica 2022 : 1 000 $ donnés à 10 500 ménages dans 653 villages au Kenya. Résultat : pour chaque dollar injecté, ~2,5 dollars d'activité économique locale. Quasi zéro inflation. Les gens achètent, les commerçants embauchent, le grain circule, le meunier rouvre plus tard. ~80 % de l'argent reste dans le marché local.

Et c'est là l'ironie totale, presque cruelle : le seul "acte de charité" qui fonctionne fonctionne parce que ce n'est PAS de la charité. C'est juste… du capital qu'on laisse couler dans une économie. Vous n'aidez pas les gens en leur donnant un plan. Vous les aidez en amorçant la pompe et en les laissant être des agents économiques. La charité qui marche, c'est juste du capitalisme déclenché de force.

Donc voilà ma règle. Méfiez-vous de quiconque achète votre estime avec un don public. Le chèque visible n'est pas une preuve de vertu, c'est une transaction : de la sympathie contre de l'argent, payée par les pauvres qui restent pauvres pour que le donateur reste admiré.

La vraie philanthropie ne pose pas pour la photo. Elle construit des produits, des entreprises, des emplois, des marchés. Elle amorce la pompe et s'en va.

Le reste, c'est de la cocaïne pour riches sans créativité.

The Cowboys 'tent' at the paved over Millennium Park is roughly 3 kilometres away from the Calgary Stampede grounds at the other end of city centre. It's just a noisy bar like any other in a dense residential area. Mayor is standing up for Calgary residents rights, as he should.

It's time to cut through the bullshit about the Cowboys tent. Stampede succeeds because Calgarians welcome millions of people into our city. That goodwill matters. A few operators do not get to treat neighbours like garbage and damage the reputation of an event that belongs to all of us.

By now you've seen the coordinated smear campaign from out-of-town politicians. They think you're stupid and want you to believe that we're somehow cancelling Stampede by asking the big tents to use the same rules in place at Coachella, Lollapooloza and all the other world class festivals.

That's the first piece of bullshit. We're not talking about Stampede at all. We're talking about a few off-site tents that have been treating their neighbors like garbage.

Here's the truth. In the last few years, the tents were given a special exemption way above and beyond what was in place up until about 2019. People living near these tents were told to call 311 and wait. Their windows shook and broke. Their shelves rattled. Music ran on weeknights until 2 or 3 a.m. They dealt with property damage, public disorder, and excessive intoxication outside their homes.

Thousands of Calgarians raised their concerns. And just like when we repealed blanket rezoning, the city chose to listen to the people rather than answer to the money.

The second piece of bullshit is that Calgary's rules suck compared to everywhere else. In fact, the changes are modest. There's no change on weekends. But on weeknights, concerts now need to wrap up by 1230am. Even with this change, it means that Calgary still allows outdoor music later than anywhere else in North America.

The third piece of bullshit is that this was done last minute. This wasn't a last minute change. The big tents knew in February that their exemption was under review. Cowboys was told again in May. Their exemption depended on managing noise, safety, and impacts on nearby residents. They did not meet that standard.

But what isn't bullshit is that as your mayor I'm fighting for you. I want you to know that a permit is not a licence to bully a neighbourhood. It is not a profit guarantee. I was elected to stand up for Calgarians, not to take orders from wealthy donors, lobbyists, or politicians protecting their friends.

I am more than happy to seek compromise and work with operators who respect Calgarians. But I answer to the nurse on an early shift, the parent getting kids ready for school, and the worker who needs sleep.

So no. We are not cancelling Stampede. We are protecting it. Stampede succeeds because Calgarians welcome millions of people into our city. That goodwill matters. A few operators do not get to damage the reputation of an event that belongs to all of us.

If you want to do business in Calgary, respect the people who live next door.

Rob, the limit is 70 dBA before midnight, not 50. Even after midnight on weekends, it is 65 dBA. That is 100x more sound intensity than you claim.

Calgary still runs later than Coachella on weekends and weeknights. You now have the facts. What you do next shows whether you were in error, or were trying to mislead.

The City did not change the rules days before Stampede. Operators who ran past midnight last year were told in February that updated conditions would apply. Cowboys was told again in May.

The exemption was conditional. It depended on operators managing noise, safety, and impacts on nearby residents. They did not meet that standard.

We are taking public safety in our downtown seriously. Last year several hundred people brought complaints. People reported property damage, windows shaking, items falling from shelves, music until 2 a.m., disorder, and excessive intoxication spilling into nearby neighbourhoods.

The City still permits concerts until midnight on weeknights, with cool-down music past midnight. Weekend concerts run until 1:30 a.m., with cool-down music until 2 a.m.

No gets a free pass to disturb residents or create unsafe conditions. A great city backs major events and holds operators accountable.
