Ambassador of Egypt to Uganda

I received H.E. Monzer Selim, Ambassador of the Arab Republic of Egypt to Uganda, who paid a courtesy call on me as he ends his tour of duty.

I thanked him for his service and contribution to fostering stronger bilateral relations between Uganda and Egypt. I wish him good luck in his future assignments.

This morning at NALI, Kyankwanzi, I lectured a delegation from the Egyptian Armed Forces Staff and Command College on a number of issues, including the Nile Basin question.

I told them that the real challenge of the Nile is not the old colonial agreements but underdevelopment in the tropics, especially the lack of electricity, limited industrialisation and the effects of climate change. The solution is electrification and industrialisation so that we protect the environment and sustainably manage our water resources.

I also shared the historical missions that have guided us: rejecting identity-based politics in favour of nationalism and Pan-Africanism, driving socio-economic transformation and advancing African unity. I was pleased that they visited the Source of the Nile in Jinja and appreciated the beauty of our country. I welcome them to Uganda and wish them a productive stay.

The Uganda Police Force hosted a delegation of six Egyptian Police officials led by Brigadier General Ahmed Youssry Mohamed Hashem.

The visitors toured the Directorate of Forensic Services, where the Director, ACP @mubirua1 explained forensic roles, lab capabilities, training, and collaboration plans.

They also visited the Directorate of ICT, where CP Ezra Mujabwami presented the National Command Center’s strategic functions in enhancing policing communication and coordination.

This morning, the Criminal Investigations Directorate hosted a delegation of six officials from the Egyptian Police, led by Brigadier General Ahmed Youssry Mohamed Hashem.
They paid a courtesy call on the Director CID, AIGP @Tom_Magambo, as part of their ongoing country visit to the Uganda Police Force.
During the meeting, they discussed a range of issues of mutual interest aimed at strengthening coordination in criminal investigations between Egypt and Uganda.

Today the delegation of Egyptian Police officials, led by Brigadier General Ahmed Youssry Mohamed Hashem met with AIGP @Tom_Magambo, Director of CID, followed by a visit to the Field Force Unit Headquarters in Naguru, where AIGP Nuwagira John showcased public order management and unit capabilities.

They concluded the day with a tour of the Directorate of Counter-Terrorism, guided by AIGP Wasswa David Ssengendo, who shared insights on counter-terrorism successes and possible improvements.

Today, AIGP @KafeeroMoses hosted the Egyptian Police Officials on a boat cruise to the source of River Nile.
Later, they visited the Police Training School in Olilim, where the Commandant organized for them a demonstration showcasing the skills of trainees undergoing counter-terrorism training.

The delegation is currently on a country visit to the Uganda Police Force.

Today, during their visit to Uganda Police, the Egyptian police delegation met with Deputy Inspector General of Police James Ochaya at Police Headquarters.

They held a meeting before continuing to the Directorate of Fire and Rescue Services.
The delegation also toured the Police Senior Staff and Command College in Bwebajja, guided by the Director of Human Resource and Development, AIGP Moses Kafeero.
The day concluded with a guided tour of the UPF’s marine base in Kigo.

I attended the Egypt-Uganda Business Forum in Cairo alongside H.E. Abdel Fattah El-Sisi.
I couldn’t come to Egypt without seeking opportunities for wealth. Egypt and Uganda have been connected by the Nile since time immemorial, yet our trade remains low, at only $133 million. This figure does not reflect the depth of our relationship. What we lack, and what Egypt can help us attain, is investment capital and entrepreneurship.

Uganda's economic growth is the result of carefully integrating philosophy, ideology, and economic strategies. However, we need further reinforcement. By working bilaterally, Uganda can purchase goods from Egypt, and Egypt can buy from Uganda, thereby engaging the rest of Africa for a larger market.

The Extraordinary Summit on the Post Malabo Comprehensive Africa Agriculture Development Programme (CAADP) will be held from 9th to 11th January 2026 in Kampala, Uganda, under the theme One Voice, One Land.

The Kampala #CAADP Summit is expected to result in the adoption of a 10-year CAADP Strategy and Action Plan (2026-2035), and the draft Kampala CAADP Declaration.

The plan seeks to leverage resources for driving economic growth, enhancing food security, and improving livelihoods while addressing the impacts of climate change, in alignment with the CAADP principles. It aims to achieve this by stimulating investment, fostering partnerships, and
empowering vulnerable smallholders.

CAADP is an African Union Agenda 2063 continental initiative that aims to raise agricultural productivity, increase public investment in agriculture and stimulate economic growth through agriculture-led development, thus helping African countries eliminate hunger and reduce poverty.
