One important step to fixing the housing shortage is to end the apartment ban, which cities like Vancouver impose on most of their residential land, blocking non-market and rental housing alike.

If upzoning raised land wealth w/o diminishing returns, it'd create infinite wealth!
If upzoning a home to 4 units makes $3m, why not upzone to 1000 to make $999m? Now do every home, make every homeowner a billionaire!
This removes a huge barrier for affordable housing projects. Under Vancouver's new Social Housing Initiative, non-market housing will be permitted as-of-right between 6-18 storeys throughout the city!!
Putting this in election context, current BC govt has shown an encouraging willingness to push back on cities' exclusionary zoning (multiplexes, TOAs). But it hasn’t been prepared to overturn the apartment ban.
