Most efficient is Aguajito or Barnet Segal/Viejo Rd up to the 68 roundabout, then exit onto 17 mile and you end up at the top of Carmel. Both that and the coastal route along 17 mi have limited shoulders (and no protected bike lanes) though! So "safe" is relative.
