I think it best to combine both together because it balances discoverability, clarity, and accessibility. It also aligns well with established UX principles and, if implemented carefully, supports accessibility guidance (including WCAG).

when the user taps "Continue with Google" or "Continue with Apple" without accepting the Terms & Conditions, don’t just block the action.
gently animate the "checkbox" to draw attention while simultaneously displaying a concise inline helper message directly beneath the checkbox.

if the user taps "Continue" again without checking the box, it repeat the same interaction consistently until the requirement is met.

One of the greatest tragedies of the Nigerian mind is that it often interprets systemic failure as a signal to flee rather than a call to political action.
