A new U.N. investigation into the conflict in South Sudan is intensifying scrutiny of Uganda’s military role in the region and drawing strong reactions in Washington.
U.S. Senator Jim Risch, chairman of the Senate Foreign Relations Committee, said the findings should trigger a reassessment of Washington’s relationship with Kampala.
“Uganda has shifted from a reliable security partner to an exporter of brutality,” Risch wrote on X.
↘️U.N. Report Links Uganda to Airstrikes
The remarks follow findings from the U.N. Commission on Human Rights in South Sudan, which concluded that joint air operations by South Sudanese and Ugandan forces targeted civilian areas during fighting in 2025.
Investigators say bombardments struck areas largely inhabited by Nuer communities, supporters of opposition leader Riek Machar. Witnesses reported aircraft dropping barrels of liquid that ignited homes, causing severe burns and widespread destruction.
↘️ Civilians Burned in March 2025 Attack
One documented attack occurred in March 2025 in Wunaliet, about 15 km from the capital Juba. Survivors told investigators that homes caught fire after aerial bombs were dropped. Some witnesses reported civilians burned alive, including a young boy described as “burnt beyond recognition.”
↘️ Evidence of Ugandan Involvement
The report cites flight-tracking data showing an aircraft involved in the bombing had arrived from Uganda and was operated by the Ugandan army, suggesting high levels of planning and operational coordination.
↘️Uganda’s Military Presence
Ugandan forces entered South Sudan in March 2025 under a bilateral agreement with President Salva Kiir.
↘️Controversial Claim
After the bombing, Uganda’s army chief Gen. Muhoozi Kainerugaba posted on X claiming responsibility for the strikes. The post was later deleted.
