Today morning, I opened the induction programme for the Public Accounts Committees of Parliament at Imperial Golf View Hotel, Entebbe, as Members prepare to undertake one of Parliament's most important constitutional responsibilities: holding public institutions accountable for the use of public resources.

I told members of the committees that they are the eyes and ears of the Ugandan people in ensuring that every taxpayer's shilling is used efficiently, transparently and for the benefit of the nation. Through objective scrutiny of the Auditor General's reports and constructive engagement with Accounting Officers, they have a unique opportunity to strengthen public financial management and improve service delivery.

I encouraged the Members to approach this assignment with integrity and professionalism. Over the next five years, the credibility of Parliament's oversight function will largely depend on their work because they represent not only @Parliament_Ug but also the people of Uganda.

I also pledged on behalf of the leadership of the institution that we shall equally be accountable. We cannot demand accountability from the rest when we ourselves are not. It must start with us.

I therefore urged them to execute this mandate with the utmost seriousness without fear or favor if we are to support government’s ten fold growth strategy.

This morning, I joined Speaker of Parliament @ObothOboth in receiving the remains of the late General (Rtd) Moses Ali, former First Deputy Prime Minister and MP for Adjumani West, in preparation for today’s special parliamentary session honoring a leader who came to embody peace, progress, and unity in the West Nile region.

General Moses Ali passed away on July 18 at the age of 87 while undergoing treatment at Nakasero Hospital. Earlier today, members of Parliament, standing together in solidarity, resolved to celebrate his enduring legacy and remarkable five-decade-long contribution to Uganda’s military and public service.

We later on welcomed H.E President @KagutaMuseveni who led the tributes by laying a wreath and offering condolences to the bereaved family. In a moving speech, he reflected on the political turmoil of the 1970s under the UPC regime, which drove the late general and others to join the resistance against the regimes of Milton Obote and Iddi Amin. The President remembered him as a dedicated freedom fighter, a passionate advocate for peace, a committed development champion, and a proud son of West Nile who always promoted harmony and stability despite the injustices that once displaced so many Ugandans.

May his soul rest in eternal peace.

I joined Her Excellency the Vice President @jessica_alupo the family, colleagues across the political divide, and the people of Adjumani to bid farewell to the Rt. Hon. Gen. Moses Ali today in Adjumani.

He was a distinguished statesman, patriot, mentor, and one of Uganda's most dedicated public servants.

In the political arena, Gen. Moses Ali was more than a colleague to me; he was a father figure and mentor. When I was appointed Government Chief Whip in 2021, I had the privilege of serving under his guidance. Our offices were opposite each other, and I learnt important lessons from his wisdom, discipline, humility, and unwavering commitment to public service.

His constant advice to me was always: "Be humble." Those words will remain with me throughout my leadership journey.

On behalf of @Parliament_Ug, I conveyed the warm condolences of the Rt. Hon. @ObothOboth and expressed our gratitude to H.E. @KagutaMuseveni for personally standing with the family and the people of West Nile as they bid farewell to one of their most distinguished sons.

As many people testified following his passing, Gen. Moses Ali dedicated his life to promoting national unity, championing the inclusion of the Nubi community, and serving Uganda with distinction for decades. His legacy of patriotism, courage, humility, and selfless service should continue to inspire both current and future generations of leaders.

May the Almighty Allah forgive his shortcomings, accept his noble deeds, and grant him the highest abode in Jannat al-Firdaus.

Yesterday morning , I held bilateral talks with Hon. Hilde Vautmans, Chair of the Africa-EU Parliamentary Assembly, at the @EUparliament in Brussels. The discussions focused on matters of mutual interest to Uganda and the European Union. I was joined by the Ambassador of Uganda to the EU, @mirjamblaaksow

I conveyed heartfelt greetings from His Excellency @KagutaMuseveni a steadfast ally in fostering global peace and stability—and extended a cordial invitation for her to visit the Pearl of Africa to strengthen collaboration and deepen strategic partnerships.

I further outlined Uganda’s governance evolution and its exceptional contribution to combating the Ebola outbreak in the Democratic Republic of Congo while emphasizing our role in resolving regional conflicts through dialogue to foster enduring peace and stability.

European Union has proved to be a very reliable partner for Uganda over the last 50 years and with the Samoa Agreement realigning our relationship from Aid to Partnership, I only see this relationship growing strong and stronger with clear impact on our people. @Parliament_Ug @mirjamblaaksow

In my capacity as the current President of the Organization of African, Caribbean, and Pacific States (OACPS) and Co-President of the OACPS–European Union Joint Parliamentary Assembly, I addressed the 121ST OACPS Council of Ministers at the Egmont Palace in Brussels.

I told them that we must place trade, industrialisation and value addition at the centre of our development agenda if we are to catch up with our peers in the developed world.

I shared several examples of the opportunities we have to work together to accelerate our development.

One of them was a message that H.E. @KagutaMuseveni has consistently championed over the years: Africa and the developing world cannot achieve meaningful prosperity by exporting raw materials while importing finished products.
Exporting unprocessed minerals is, in effect, exporting jobs, industries and wealth. We must process our minerals at source, build regional value chains and manufacture higher-value products if we are to create employment, increase revenues and transform our economies.

I also highlighted that Africa possesses an estimated US$29.5 trillion in mineral wealth, yet continues to lose enormous value because most of these resources leave the continent in raw or minimally processed form. The Democratic Republic of Congo has demonstrated what is possible through value addition, significantly increasing its revenues from cobalt processing while Uganda equally did a good job with processing gold. This should inspire a collective shift across the African, Caribbean and Pacific towards policies that promote mineral beneficiation, industrialisation and economic transformation.

For years, we have spoken about making the OACPS more relevant to our citizens. We cannot achieve that unless we focus on practical issues that directly improve livelihoods.

For Namboole Stadium, Sports Minister @OgwangOgwang said that in February 2026, the Ministry signed an MOU with the Ministry of Defence for the expansion of the Stadium, which will see the sitting capacity upgraded from 38,268 to 45,000.

Other areas of expansion and improvements include the VVIP and VIP lounges, the media tribune, stadium media Centre, press conference rooms, the mixed zone, spectator-related areas, medical areas, among others. #PlenaryUg

Earlier today, I held a strategic bilateral meeting with my Co-President of the Organisation of African, Caribbean, and Pacific States–European Union Joint Parliamentary Assembly, H.E. Francisco Assis, at the Egmont Palace in Brussels. I was accompanied by the Ambassador of Uganda to EU H.E Mirjam Blaak.

Our discussions covered key inter-regional issues, particularly the ratification of the Samoa Agreement—a comprehensive 20-year legal framework shaping relations between the EU and 79 ACP nations, with provisions addressing Trade, human rights, climate change, migration, and economic development.

As Co-Presidents, we pledged to continue working together and exchanged views on strengthening cooperation between the EU and nations of Africa, Caribbean and Pacific from a parliamentary perspective.

Additionally, I extended an invitation to the Co-President to visit the East African region and proposed hosting next year’s OACPS-EU Joint Parliamentary Assembly in Uganda.

Minister of Finance, Hon. @henrymusasizi1, has backed President @KagutaMuseveni's rationale to amend clause 11 of the Income Tax (Amendment) Bill, 2026 and clause 2(e) of the Excise Duty (Amendment) Bill, 2026, as returned.

Appearing before the Committee on Finance, Planning and Economic Development, Musasizi said the amendments are intended to strike a balance between revenue mobilisation, economic growth, environmental protection and tax fairness while preserving the original policy objectives of government.

The President had proposed that winnings from land-based casinos should also be subjected to a 15% withholding tax, just like online casinos, to curb tax avoidance and revenue leakage.

On the other hand, the President wants a 2.5% excise duty tax on single-use plastics maintained, saying the increase to 25% is substantial, given the limited plastic alternatives in Uganda. #CommitteesUg

The Civil Aviation Authority (@UgandaCAA) is demanding over Shs233 billion from the government and Uganda Airlines for services offered at the airport.

The Director, Finance at the authority, Hassan Musinguzi said of that amount, the central government debt stands at Shs91.6 billion.

Appearing before the Committee on Physical Infrastructure chaired by Hon. @hon_mpaka, Musinguzi says they will continue lobbying government, through the Ministry of Works and Transport to have the debt cleared.

The debt stems from the rental space by taken up by the UN, parking fees for Uganda Airlines and airport passenger service fees, among others. #CommitteesUg
