But the facts may be the source of the misinterpretation.

Dizon’s statement appears to address a specific allegation: ghost projects in the narrow sense of projects reported as completed even though they physically do not exist. His statement that no such projects were found among the projects investigated in Taguig does not automatically resolve the broader allegations surrounding those projects.

The controversy involves more than the question of whether a structure exists. It also includes allegations of illegal reclamation presented as flood-control or slope-protection work, double appropriations, duplicated billing, and the alleged reuse of photographs or other documents from completed projects to support payments for new contracts.

In fact, DPWH itself reportedly issued a cease-and-desist order covering projects linked to alleged illegal reclamation along the Taguig side of Laguna de Bay. Lacson has also submitted documentary and testimonial evidence to the Ombudsman and identified billions of pesos in projects connected to the controversy. Those allegations still require a proper investigation and should not be treated as conclusively proven until the evidence is evaluated by the appropriate authorities.

So the issue should not be reduced to a slogan about whether there are “ghost projects.”

The more important questions are: Were the projects legally appropriated and contracted? Were the necessary permits and clearances secured? Were the quantities and accomplishments accurately measured? Were the projects properly inspected? Were the payments supported by genuine and complete documentation? And did the public receive what it paid for?

A project may physically exist and still involve irregularities. If it was unlawfully constructed, illegally reclaimed, double-funded, duplicated in billing, or supported by recycled documentation, its physical existence does not automatically make the transaction legitimate.
