No. There shouldn't be a blanket restriction, but it should be reasonable for them to be asked to wait a few mins, e.g. if it's during a lesson input (which usually follow a break...)

I've been seeing similar reports for a while. Really is morale breaking before we even think about inspection. We'll have 50+ EHCPs in a 2FE mainstream primary come September. Every day is a battle with extreme behaviours, language and destruction from some children. So unfair.

@Headteacherchat 2FE primary. HT, 2x FT AHTs(non teaching) 1x Senco (non teaching, 4 days) and 2 phase leaders (full time teachers) We need another phase leader really but would then make SLT massive.
