@HannahTeach @MichaelRosenYes The child has written a statement not a command. The "All children must..." makes it a statement, albeit a bossy one.

A command must start with an imperative verb but the entire sentence doesn't have to, e.g.
"Turn the lights off."
"When leaving the room, turn the lights off."
