Let us say in our Uganda:
• MP package is: UGX 25M per month
• Ministerial package is: UGX 40M per month

Now, people often assume that a person that is both MP and Minister will earn like this:
25M + 40M = 65M (two full salaries added)

But in reality, government applies structured consolidation, meaning some benefits overlap (transport, responsibility allowances, security, housing, etc.) and are not duplicated.

So, instead of full addition, it is adjusted like this:
• Base MP pay: UGX 25M
• Ministerial “top-up/upgrade allowance”: UGX 17M (not the full 40M added again)

Final combined package for a person that is both MP and Minister:
UGX 42M per month (not the UGX 65M)

• MP pay remains the foundation
• Ministerial role adds an uplift, not a full second salary
