California then announced that the entire $24 billion DISAPPEARED.
Finally, it was tracked down.
It turns out that the funds were turned over to an NGO.
Instead of helping the homeless, the funds were used for a mansion in LA, a home in Greece, and a $125,000 vehicle.
All under the watchful eye of Gavin Newsom.
Williamson County Texas is sending hundreds of thousands of taxpayer dollars a year to a private “nonprofit” that runs an office in South Korea. How does that benefit people who live and pay taxes here — and if it does, why isn’t the county funding the work directly?
OpenTheBooks lists these Williamson County payments to the Williamson County Economic Development Partnership (EIN 90-1112260, Cedar Park):

That is roughly $1.4 million from the county alone in recent years. The group is a 501(c)(6) business league, not a charity. Its own filings show almost all of its money comes in as contributions. ProPublica’s Nonprofit Explorer and Cause IQ show about $650,000–$670,000 in revenue and roughly $663,000–$747,000 in expenses in the latest years, with a small staff.
In July 2023 the partnership announced it had opened an office in Seoul, co-located with KOTRA (Korea’s state trade-promotion agency) and staffed through a contractor, Global Business Partners. County Judge Bill Gravell called it a sign that “Williamson County is open for business.” The stated purpose is to recruit Korean firms — especially suppliers to Samsung’s Taylor semiconductor plant — into the county.
Leadership has said Korea spending will be ramped down but from records it has only increased over the years.
So the questions for taxpayers are straightforward.
If the goal is more employers and a broader tax base in Williamson County, why route the money through a separate 501(c)(6) instead of a county economic-development office that answers directly to the Commissioners Court and the public? Contracting out is common, and officials have said the county contribution was meant to be seed money while the group raised private funds. In practice, county checks have remained the bulk of the budget.
What share of those checks actually paid for the Seoul office, travel, and the Korea consultant, versus work inside the county? The 990 summaries do not break that out in public view.
And if the projected tax revenue materializes, who verifies it — and what happens to the contract if the leads do not turn into jobs and taxable property here?
