The most abhorrent part in all of all of this is that Ofwat has just admitted that since 1994 when the sewage treatment regulations were introduced Welsh Water, like every other sewage company in the UK have been breaking the law.

That's 37 years of illegal activity, 37 years of incompetence, 37 years of failure, 37 years of the gross, violent, decimation of our rivers and beaches.

Oggi a Palermo cortei, fiaccolate e dichiarazioni solenni ricorderanno il 34esimo anniversario della strage di Capaci, in cui Cosa Nostra uccise Giovanni Falcone, la moglie Francesca Morvillo e tre agenti della scorta. Mentre l’antimafia ufficiale prepara l’inquadratura giusta sull’albero Falcone, centocinquanta testimoni di giustizia hanno scritto a Governo e Parlamento un appello per chiedere una cosa minima: che lo Stato versi loro i contributi pensionistici per gli anni in cui non hanno potuto lavorare dopo aver scelto di denunciare le mafie. Il testo è stato diffuso il 20 maggio da Antimafia Duemila e ripreso da Articolo21. La parola che ricorre è «diritto»: i firmatari chiedono il riconoscimento di una tutela previdenziale che la legge 6/2018 ha lasciato lacunosa.

La firma istituzionale c’è già

Il punto giuridico è netto. Nel dicembre 2025, con la Legge di Bilancio per il 2026, la Camera ha approvato un ordine del giorno a firma della presidente della Commissione parlamentare antimafia Chiara Colosimo, che impegna il Governo a colmare la lacuna sui contributi previdenziali dei testimoni. Lo ricorda Davide Mattiello, ex deputato Pd e relatore della legge 6/2018, in un intervento del 20 maggio su Articolo21 dove definisce la vicenda «un’altra beffa per i testimoni di giustizia». Un OdG, di fatto, impegna il Governo politicamente, non giuridicamente. Serve un emendamento, e serve un veicolo legislativo. Sei mesi dopo, il veicolo manca. Mattiello ne indica uno: la legge di conversione del decreto correttivo del decreto sicurezza, che ha cominciato il suo cammino in questi giorni. Il decreto sicurezza, il quarto in tre anni, è stato convertito con la legge 54 del 24 aprile. Il correttivo è stato approvato dal Consiglio dei ministri lo stesso giorno, per sterilizzare i rilievi del Quirinale sull’articolo 30-bis sui rimpatri volontari. Quel veicolo è ancora aperto.

Il primo testimone di giustizia italiano si chiama Piero Nava. Nel 1990 era un agente di commercio di Lecco di passaggio sulla superstrada Canicattì-Agrigento, vide l’agguato in cui Cosa Nostra uccise il magistrato Rosario Livatino, denunciò e da quel giorno non è più tornato alla sua vita. Nel libro Io sono nessuno (Rizzoli, 2021) racconta di aver lottato per anni per vedersi riconoscere i contributi degli anni di silenzio forzato. Trentasei anni dopo, la sua battaglia è ancora quella di Giuseppe Carini, testimone chiave nel processo per l’omicidio di don Pino Puglisi, e di Ignazio Cutrò, presidente dell’Associazione Nazionale Testimoni di Giustizia, ex imprenditore edile di Bivona, oggi dipendente della Regione Siciliana dopo il fallimento della sua azienda nel 2014. Cutrò chiedeva «di intervenire sul tema dei contributi pensionistici per dare fiducia a chi decide di affidarsi allo Stato»: era il luglio 2025.

Sull’appello è intervenuta anche la senatrice Enza Rando, responsabile Legalità del Pd, definendo il riconoscimento «un atto dovuto». Anche le Regioni si muovono dove possono: la Regione Piemonte ha firmato in questi giorni un protocollo con prefettura e procura di Torino, con un fondo da 800 mila europer il 2026 e contributi singoli di 3 mila euro. Misure compensative: spettano agli enti locali solo perché lo Stato centrale non versa quanto dovrebbe. Il messaggio implicito è di una nitidezza brutale: se decidi di parlare lo fai a tue spese, e quando arrivi a sessantasette anni te ne accorgi. È un disincentivo strutturale alla denuncia, scritto nei conti correnti Inps. La memoria di Falcone, scrivono i testimoni, «si misura, al di là delle cerimonie ufficiali, anche dall’esito della approvazione di tutti quei provvedimenti in materia di lotta alle mafie». Tradotto: se oggi la classe dirigente si presenta a Palermo senza l’emendamento approvato, la cerimonia diventa una fotografia con l’inquadratura giusta e nessuna conseguenza per chi ha pagato.
