CONSENT DECREE CONTEXT
Cleveland has been under a Consent Decree since 2015.
It came after a DOJ finding of unconstitutional policing.
Progress has been made—but federal reports still identify ongoing issues.
“TOO MUCH OVERSIGHT?”
Some are saying Cleveland has “too many oversight groups.”

What is Issue 24?
Passed by Cleveland voters in 2021 with almost 60% support, Issue 24 established Charter Section 115 to strengthen civilian police oversight.
It responds to federal findings of unconstitutional policing.
Hundreds of girls in the US are confined by the juvenile justice system for “status offenses,” like running away or truancy.
Confinement for these offenses is particularly troubling because those behaviors tend to be responses to abuse.
More care, less confinement.
