@Bookten8 James Orengo is not the first governor of siaya,,what about Rasanga ? Why cant you ask what he did in his 10yrs as governor of siaya.orengo has not even complete his fisrt term.blame both the firts governor too if siaya is still looking like a village 14yrs after devolution.
