In the 1980s I built a check scanning OCR that used LEDs and Optical Transistors. I sold this design to a company that went on to build 100s of 1000s of them. It went on to revolutionize Check Guarantee services and later electing check services.

I got a PhD in check tracing in that epoch as we processed Billions of dollars of checks.

I can say this, the one sure way to trace unlabeled funds dispersed by the government is to use front side of the check and back side of the check scans that each bank must retain for a decade to identity the unknown recipient(s).

Using AI I can discern much from the routing number, the endorsements and other marks.

I can then use AI to trace the visibility of the actual entities receiving the funds and their “owners”.

There is more to it, but if there is a check (or and electronic payment) we can find who cashed the check.

There is also massive clawback laws for government payments that were sent via a fraud, the Bank can be left holding the bag. I helped the government do this very thing and millions of dollars were paid by the bank to the government.
