Clinton:
Iran-U.S. Claims Tribunal Settlements. The U.S. paid Iran $131.8 million to settle a claim over military equipment, part of Iran’s frozen FMS funds. Many other smaller deals took place.

Obama:
The 2015 Joint Comprehensive Plan of Action (JCPOA), signed during the Obama administration, allowed Iran to access previously frozen assets.
U.S. Treasury (Jack Lew, 2015): Estimated Iran would access ~$56 billion in usable liquid assets

Biden:
In 2023 during the Prisoner Swap Deal Biden Administration agreed to release five American detainees in exchange for five Iranians and access to $6 Billion in frozen Iranian oil revenues, previously held in South Korean banks and Iraq Electricity Sanctions Waiver unfreezing $10 billion in frozen Iranian funds.

Funds were transferred from South Korea to a Qatari central bank account in September 2023, after a sanctions waiver was signed by Secretary of State Antony Blinken.

Trump:
In May 2018, Trump withdrew the U.S. from the JCPOA Hillary helped pave the way through negotiations years prior and Obama spearheaded and signed. Zero money sent from Frozen Iran accounts.
