A joint command structure would promote transparency, consultation, and collective decision-making on security matters, helping to build trust between Mogadishu and the Federal Member States. It would also reduce concerns that the national army could be directed by one political center without broader federal input. Puntland should therefore negotiate to become part of this arrangement, allowing it to participate in shaping national security policy while also benefiting from the training, resources, equipment, and international assistance currently provided to the SNA.

This would be a win-win situation for all sides. The Federal Government would gain greater national cohesion, legitimacy, and cooperation from the Federal Member States, while Puntland and other states would have a meaningful role in national security decision-making and access to the support available through the SNA. Most importantly, Somalia as a whole would benefit from a more unified, professional, and nationally accountable security sector.

The project goal is to move Puntland from semi-autonomous status toward full statehood, deepen alignment with Somaliland, and ultimately legitimize Somaliland's claim to independence through mutual recognition.
