حکام عوام کو چند بنیادی سوالات کے جواب دینے کے پابند ہیں۔ آخر کیا تلاش کیا جا رہا ہے؟ ایسے آپریشنز اتنی بار کیوں کیے جا رہے ہیں؟ وہ کون سے شواہد ہیں جن کی بنیاد پر ایک پوری برادری کو بار بار اس صورتحال سے گزارا جا رہا ہے؟

بری امام ایک تاریخی آبادی ہے، کوئی مستقل سیکیورٹی آپریشن زون نہیں۔

مقامی باشندوں کو صرف اپنی آبائی زمین پر رہنے کی وجہ سے مسلسل شک و شبہ کی فضا میں زندگی گزارنے پر مجبور نہیں کیا جانا چاہیے۔

اگر یہ آپریشن واقعی ضروری ہیں تو شفافیت کہاں ہے؟ اور اگر ضروری نہیں ہیں تو عام خاندانوں کو اس کا بوجھ کیوں اٹھانا پڑ رہا ہے؟

بری امام کے عوام جواب، جوابدہی اور احترام کے مستحق ہیں۔

سب عید کی خوشیاں منا رہے ہیں… مگر اُن خوشیوں کا کیا جو ریاستی ظلم کا شکار ہوئے؟
جن پر گولیاں چلائی گئیں، جن کے گھروں کی دیواریں ہی نہیں بلکہ امیدیں بھی مسمار کر دی گئیں… جن عورتوں اور بچوں کو خوف اور ہراس میں دھکیلا گیا، جنہیں اپنے ہی گھروں سے جبراً بے دخل کر دیا گیا۔
آج عید کے دن جہاں ہر طرف رونق اور مسکراہٹیں ہیں، وہاں کچھ چہرے ایسے بھی ہیں جو اپنے اجڑے آنگن، ٹوٹی چھتوں اور بکھری یادوں کے ساتھ خاموش بیٹھے ہیں۔ وہ لوگ جو کل تک اپنے محلوں، مسجدوں اور گلیوں میں زندگی گزارتے تھے، آج منتشر اور بے گھر ہو چکے ہیں۔
ان سے صرف اینٹ اور پتھر نہیں چھینے گئے، بلکہ اُن کی پہچان، اُن کی یادیں اور برسوں کی جمع پونجی بھی چھین لی گئی۔ عید کے نئے کپڑوں اور خوشیوں کے شور میں شاید اُن کے زخم نظر نہ آئیں، مگر حقیقت یہ ہے کہ کچھ عیدیں صرف کیلنڈر پر آتی ہیں، دلوں میں نہیں۔
یہ سوال آج بھی زندہ ہے:
کیا طاقت کے زور پر لوگوں کو اُن کے گھروں اور زمینوں سے محروم کر دینا انصاف ہے؟
کیا اُن بچوں کی سسکیاں، اُن ماؤں کی فریاد اور اُن بزرگوں کی بے بسی کسی حساب میں نہیں آتی؟
عید تو گزر جائے گی، تصویریں بدل جائیں گی، خبریں بھی پرانی ہو جائیں گی… مگر جن لوگوں کے گھر، خواب اور زندگیاں اجڑی ہیں، اُن کے زخم اتنی آسانی سے نہیں بھریں گے۔
یاد رکھو، گھر صرف دیواروں کا نام نہیں ہوتے… وہ انسان کی پہچان، اس کی یادوں اور اس کے وجود کا حصہ ہوتے ہیں۔ اور جب گھر گرائے جاتے ہیں، تو صرف اینٹیں نہیں گرتیں… انسانوں کے اندر بھی بہت کچھ ٹوٹ جاتا ہے۔

نوری باغ کے لوگوں نے اپنے گھر تو قربان کر دیے، مگر ظلم کے سامنے سر نہیں جھکایا۔ اپنی مٹی سے وفا نبھاتے ہوئے آج بھی انہوں نے عید کی نماز اپنے محلے کی مسجد میں ادا کی اور اپنے بزرگوں کی قبروں پر حاضری دی۔

The CDA keeps feeding people lies. Why don’t they tell the truth that the land they acquired in 1962 still hasn’t been properly compensated to this day? The real affectees of that land are still wandering from place to place, suffering for generations, while the benefits are being enjoyed by people who were never even the true owners of the land. The CDA itself has become a land-grabbing authority. This is one of the greatest injustices ever done to the centuries-old residents of Islamabad.

The model village map was issued by your authority a few days ago, however, it is not clear on what basis it was published. The reality is that Noor Pur Shahan is not limited to the area shown in that map; rather, all surrounding settlements are also an integral part of it. The residents there possess all the documents that were originally issued by the CDA itself.
The claim that compensation and plots have already been provided to the affectees is also not fully based on facts. If this had actually been done, there would have been clear evidence of it, and it would have been presented in the Islamabad High Court in the Noor Pur Shahan Model Village case. However, the CDA has failed to prove this.
Nori Bagh, which was the oldest locality of Noor Pur Shahan, has already been demolished. Similarly, houses in Spallal, Dori Bagh, and now HavelI Mohalla are also being demolished, despite the fact that the residents possess complete legal documents.
Since the Model Village is an approved, it has to be developed accordingly. However, it is essential that all genuine affectees are provided accommodation within it, and that alternative housing is arranged before demolishing their homes, instead of rendering them homeless first.

آخری مردم شماری کے مطابق اسلام آباد کی کل آبادی لگ بھگ 24 لاکھ ہے صرف تین دیہاتوں سیدپور، بری امام اور ملپور کی آبادی لگ بھگ تین سے چار لاکھ ہے یعنی کہ یہ ظالم حکمران اسلام باد کی تقریبا دس سے پندرہ فیصد آبادی کو بے گھر کرنے جا رہے ہیں۔

یہ آبادیاں حکومت نے اونے پونے داموں خریدیں اب ان کا حق بنتا ہے یا تو انہیں یہیں آباد رہنے دیں اگر انہیں کہیں شفٹ بھی کرنا ہے تو متبادل رہائشیں انہیں دیں عامرمغل

اصل بحث یہ ہے کہ جب ہزاروں لوگ بےدخل ہوں، بستیاں اجڑیں اور زمینیں چھنیں تو ریاستی کارکردگی کو صرف تمغوں اور تعریفوں سے نہیں بلکہ عوامی اثرات اور انصاف کے معیار سے بھی جانچا جاتا ہے۔

Talat sahib, please stop defending the brutal and unconstitutional actions of CDA without hearing both sides.

If you genuinely want to understand whether compensation was paid or not, then come to the ground, speak to the affected families as well, and do proper reporting.

There is a long list of affected people who are still waiting for compensation to this day.

And since you are talking about court orders, then please also read the judgment by Justice Mohsin Akhtar Kayani regarding Nurpur Shahan, where CDA was directed to develop Nurpur Shahan as a Model Village.

Please do not present only one side of the story.

There is substantial documentary evidence showing underpayment by CDA, and a large number of affected families are still waiting for their dues and rehabilitation.

If this rent agreement is genuine, then it certainly raises important questions. But another question also needs to be asked honestly:

How did all of this happen under the nose of CDA for so many years?

It is an open secret that in many cases, such activities were carried out with the knowledge, facilitation, or silence of people within the system itself. Some individuals may indeed have abused the situation, and there may be cases where properties were commercially rented out or misused.
But how can the actions of a few be used to justify the collective punishment of an entire indigenous community?
Nurpur Shahan, Noori Bagh, Saidpur, and Malpur are not “new settlements.” These are historic local communities with generations of history, culture, graves, shrines, and ancestral ties to this land.

If there were illegal commercial activities, then action should be taken specifically against those responsible — through law and due process.
But demolishing homes, displacing families, traumatising children and elderly people, and erasing entire mohallas is not justice.
