@MugaluNathan I want to partly agree with you. However, my point of view is drawn from the "health belief model" in which the public perceived threat of HIV became very low, thanks to the improved availability of ART.

@AKasingye This is incredible. All I see is that, we know what to do, but just like many other initiatives in our motherland, implementation has remains our biggest challenge. We struggle to implement good ideas.

My Master’s dissertation was exactly in this matter. Let me point out few findings.
1. Many officers take it as soft policing method. They want to be involved in operations.
2. Underfunded
3. Corruption- some officers would rather serve a community that doesn’t know their rights
4. Commanders relegate this task to low rank officers
5. Concept must revolve around the community to the police. Right now, it’s from police to the community. This makes it unappealing to residents. Eg community meetings must be organized by community leaders who then call the police. When the police call for the meetings, residents come expecting transport, lunch, sodas etc.
6. The best community policing approach is visibility. This means the police must be visible within communities. We need more outposts etc. On the contrary, posts were closed.
7. Community Policing is a partnership effort. Urban authorities, schools, churches etc must play their part. Right now, many communities in towns don’t have security lights, streets are dark, public parks are bushy, roads impassable, etc. This makes areas unsafe & police can’t deal with unsafe neighborhoods.
8. Community Policing must be imbedded within training of all police officers including in school curriculum. We all need to appreciate its importance in national development.
9. In many countries including UK, US, many officers start their police careers by doing beat patrols. You must start by walking the streets, know the area, talk to people, appreciate their concerns etc. Here, after training, young constables & their families run around to big officials to have their children join CID, Traffic, Parliament Police. Like how?
10. Government should provide more vehicles, motorcycles, to allow visibility be attained. Community Policing only becomes meaningful if there is always contact between the communities & their police. CLOs must understand the language of the policed, attend functions in neighborhoods including burials. If someone dies in the neighborhood & mourners see police officers playing matatu at their stations instead of being represented at the burial, the members of the community become apprehensive & reject them.

@NewtonAllan6 Church projects can never be developed through local church members contributions. Churches through the state need to have a development fund. Where entities can borrow at Zero percent to develop themselves
