Importer of Dudley’s Rolls-Royce slapped with Rs. 70m penalty for wrong declaration; ordered to pay Rs. 370m in taxes

⭕ Rolls-Royce Phantom was declared as a Phantom Auto but was found to be a Phantom Auto EWB, Customs sources. - Ecconomy Next

⭕ Officials said the declared value was £417,000 in the UK 🇬🇧, including a 20% tax, based on the Phantom Auto model.

⭕ Customs checks found the vehicle’s length and wheel size exceeded the Phantom Auto specification.

⭕ The car was identified as a Phantom Auto EWB, valued at about £479,000 in the UK 🇬🇧, including a 20% tax.

⭕ Sri Lanka 🇱🇰 Customs slapped a penalty of about 70 million rupees for the wrong declaration.

⭕ The importer was ordered to pay about 370 million rupees in total, including the penalty.

⭕ The import gained attention after Dudley Sirisena said online the vehicle he bought was one of only 25 produced worldwide.

⭕ According to Customs sources reported by Ecconomy next if the car is later found to be a Phantom “Centenary” model, tax alone would exceed 1 billion rupees.

The market has been closed and all orders and transactions carried out prior to the halt were cancelled. I am not sure how this was allowed to happen. We lost an entire trading day. Margin accounts and investors using credit have to bear an additional day of interest. Brokers are losing daily income. CSE, CDS, SEC, and the Government are losing transaction-based fees.

The worst part is that some transactions that took place today will have to be executed again, but the information is already exposed. Those who made losses will not proceed at the same prices, and those who made gains will not be able to achieve the same gains again.

Are our systems and controls really this weak? Don’t you have controls to block IPO price appreciation up to a certain limit, similar to a price band, until it is manually removed? As I remember, a similar issue happened recently with DOCK as well. Even when a price band was in place, orders were allowed to be placed above it and trades were executed.

Now WLTH traded at 25,000 when regular trades were happening around 15–17. You cannot simply say “we are reversing all transactions” and start again tomorrow.

We are looking forward to seeing what actions will be taken against the individuals responsible and what preventive measures will be implemented to avoid this in the future. Otherwise, this looks like a children’s game - getting out, crying, and starting again.

If you expect more investment, including foreign investment, these basic issues must be addressed.
