They're already at the higher end of what United want to pay for Mateus Fernandes. 🚨 Man United are "scarred" by what has happened in the past 15 years in regards to constantly changing transfer strategy and overspending on certain players. INEOS don't want United to be in that position again, and are focused on cleaning up the mess, and will see their recruitment thus far and pick out more successes than failures.
