THE PARLIAMENTARY PENSIONS AMMENDMENT BILL, 2023
Parliament Speaker Moses Wetangula has just chaired the Parliamentary Service Commission Inaugural meeting for the board of trustees for the Post Service Medical Scheme for Members of Parliament which will enable former members of Parliament to access certain Medical benefits after retirement.
This is important because, this Scheme will be created through a small clause (CLAUSE 18)
23 (2) (b) in the Parliamentary Pensions Ammendment Bill, 2023
This Bill discusses 2 key things Pensions and Gratuities for Parliament (Both National Assembly and Senate) and A Members Post Service Medical Scheme.
I'm more interested in the latter.
Clause 18 shall establish the establishment of a medical scheme for Parliamentarians Post retirement. Important to not there's no clear breakdown on how the scheme will be funded or administered, beneficiaries and such intricacies. It however clearly details out the same for the pension and gratuity scheme. Now then, how will this medical scheme be funded? This raises critical questions on its management.
Statement on Delegation of Legislative Powers. I have a few queries and concerns on this so I'll leave this blank in the meantime and update later.
Statement that The Bill is not a money Bill (Article 114)
It states that the Enactment of this Bill may occasion additional expenditure of public funds.
On what exactly? What part of Parliamentary Pensions and gratuities may occasionally be funded by public funds? Isn't pension a contributory scheme by members?
Despite a very detailed breakdown on the pensions management etc, why are the intricacies of the medical scheme so scanty?
