In education we resolved it early: call it a “market”, regulate it loosely & spend years being surprised when it behaves like one.
Whether hedge funds are involved feels secondary to whether we’ve properly KPI’d the outcomes.

In schools we tried that too, then rebranded it as “efficiency” & carried on as before, just with better slide decks.
We’ll benchmark it at the next away day.
@ToryVote_ As a Trust CEO, I fully support scrapping “bureaucracy”; we’ve already rebranded it in schools as “impact tracking” & carried on anyway.
If equality duties go, we can finally stop pretending they weren’t already optional KPIs with nicer wording.
