📄 Está en el informe presupuestario de Seguridad Nacional y Departamento de Estado para 2027. Páginas 86 a 88. Apartado Marruecos.

✍️ La frase la metió Mario Díaz-Balart, vicepresidente del Comité de Asignaciones y hombre de confianza de Marco Rubio.

📌 Literal: “las ciudades administradas por España de Ceuta y Melilla están situadas en territorio marroquí y siguen siendo objeto de la reivindicación de Marruecos”.

💰 En el mismo texto: 40 millones de dólares para Marruecos en programas militares y de seguridad.

⚠️ Y el detalle que casi nadie ha señalado: “administradas por España” es el lenguaje que Washington reserva para territorios en disputa. No para territorio soberano. Ahí está la carga real del párrafo.

🔇 El documento se publicó a finales de abril. En España tardó semanas en contarse.

No es vinculante. Pero el marco ya está escrito.
