Consumers pay Rs 2.5–2.8 TRILLION every year in capacity payments to idle plants — roughly equal to the entire defence budget.
Distribution losses hit 18.3% against NEPRA’s target of 11.8%.
Theft, leaks, billing fraud — all baked in. The anti-theft campaign recovered just Rs 23.6 billion against hundreds of billions in dues.

More people leave. Revenue drops. Circular debt grows.
Renewable generation? Just 5% of output in FY24. The 2025 target was 20%. Nowhere close.
The grid was overbuilt on 25-year contracts for a demand surge that never came.
The contracts are real. The bills are real. The power isn’t.
This isn’t a technical problem. It’s a governance catastrophe.
