Pakistan’s Power Sector

Pakistan’s power grid: 46,605 MW installed.
Only 33.9% utilised.
We built the capacity.
We just can’t use it.
And we’re paying for it anyway.

Consumers pay Rs 2.5–2.8 TRILLION every year in capacity payments to idle plants — roughly equal to the entire defence budget.
Distribution losses hit 18.3% against NEPRA’s target of 11.8%.
Theft, leaks, billing fraud — all baked in. The anti-theft campaign recovered just Rs 23.6 billion against hundreds of billions in dues.
Circular debt: Rs 2.4 trillion. Sector liabilities:
Rs 9.2 trillion vs Rs 8.4 trillion in assets. The government pumped Rs 1 trillion in subsidies in FY2024-25 alone.
Six out of ten DISCOs still made losses.
Electricity prices more than doubled since 2022.
Finance Minister Aurangzeb himself admitted soaring costs are driving foreign investors away.

The result? A consumer exodus.

Pakistan imported 45 GW of solar panels in 4-5 years — nearly matching the entire grid capacity. 17 GW in 2024 alone. The middle class is voting with its wallet.
But here’s the death spiral: as wealthier consumers leave the grid, fixed costs get spread across fewer, poorer customers. Bills go up.
More people leave. Revenue drops. Circular debt grows.
Renewable generation? Just 5% of output in FY24. The 2025 target was 20%. Nowhere close.
The grid was overbuilt on 25-year contracts for a demand surge that never came.
The contracts are real. The bills are real. The power isn’t.
This isn’t a technical problem. It’s a governance catastrophe.
