Kedung Ombo resistance notes, 1985-present.
1) The dam was not necessarily in urgent need to be built. They built it under financial pressure from a grant deadline.
2) Some scholars say it's also allegedly rooted in Soeharto's family and cronies. Alleged nepotism and corruption. Search the arguments.
3) They underpay the compensation to thousands of families, tens of villages, and hectares of fertile land.
4) The World Bank recommendation, the ministry, the governor, the contract, and the values keep getting lower. The World Bank recommendation itself undervalues the land. They based the price on NJOP, the floor value, not the market value.
5) People resisted as they saw it as unnecessary, the pay was too low, and the relocation to a worse location.
6) The people who resisted were classified as PKI, ET, or OT administratively, barring them politically from jobs, bureaucracy, and so on. Even propaganda letters and posters are documented.
7) There were also documented cases when their land was stolen by forging land certificates.
8) They fought legal wars. Courts, advocacies, student protests, everything they could, no results.
9) The World Bank assured the villages wouldn't be flooded before consensus was reached. But the government breaks this promise.
10) There were significant figures supporting the resistance. Romo Mangunwijaya and future presidents Megawati and Gus Dur. Other figures were also there. Cak Nun, Hammam Ja'far. Romo Mangun even built a school for children there.
11) Villagers still resisted until the very end, the water started to drown their villages slowly, while people were still there. The military is laying siege to the resistance, cutting off food and logistical supplies.
12) Activist sources say shoot on sight orders to anyone who tries to enter the siege, hoping the villagers will escape from hunger. Make sense if the activists were trying to enter the siege to bring supplies.
13) The resistance persists, and the government doesn't stop the flooding, so the resistance prepares rafts and boats.
14) The government opens the floodgates anyway, and people rush to the raft and boats. People drowned, but how many people is blurry.

16) The dam was built anyway, and the small, insignificant hydro power plant was built. Suharto inaugurated it. On the site where people drowned.
17) Swasembada Pangan was achieved a few years prior with existing infrastructure. Is it really worth the cost?
18) The Supreme Court ruled in favor of 34 families. The government protested and pressured. The Supreme Court reversed its own ruling.
19) The World Bank used Kedung Ombo as a case study to reform its own resettlement policies. The institution learned. The victims did not receive restitution. It's the only documented military siege for infrastructure project.
20) The student movement galvanized by Kedung Ombo contributed to the networks and organizing culture that brought down Suharto in 1998. The dam outlasted the regime it served.
21) The survivors were confused about the compensation mechanism as the government deposits the compensation into the court, not directly to the survivors.
22) Nobody was ever charged with anything. The survivors have no resolution to this day. While the dam is now a tourist destination.
23) During the SBY administration, the survivors relocated near the area, still seeking justice, and they live in the green belt. Asking for a better relocation.
24) Survivors who accept relocation via transmigration still live in poverty. There were recent reports from Bengkulu that they can't farm because the land is unsuitable for traditional farming. Kompas, "Merajut Kemerdekaan dari Kampung Transmigran" 2022 report.
25) Not long after Suharto was inaugurated as a national hero, one of the victims, Bejo, filed a lawsuit through PTUN because the compensation was never paid. Not a rupiah, zero, until 2026.
Aktivis KontraS Andrie Yunus Disiram Air Keras oleh OTK di Jakarta Pusat
Wakil Koordinator Bidang Eksternal Komisi untuk Orang Hilang dan Korban Tindak Kekerasan (KontraS), Andrie Yunus, menjadi korban penyiraman air keras oleh orang tak dikenal di Jalan Talang, Jakarta Pusat, Kamis (12/3/2026) sekitar pukul 23.37 WIB.
Peristiwa terjadi saat Andrie mengendarai sepeda motor dari arah Jalan Salemba I menuju Jalan Talang setelah mengikuti kegiatan perekaman podcast di kantor Yayasan Lembaga Bantuan Hukum Indonesia (YLBHI) dengan tema “Remiliterisme dan Judicial Review di Indonesia”.
Berdasarkan kronologi yang disampaikan KontraS, dua pelaku yang mengendarai sepeda motor diduga jenis Honda Beat mendekati korban saat melintas di Jembatan Talang. Salah satu pelaku yang duduk sebagai penumpang kemudian menyiramkan cairan yang diduga air keras ke arah Andrie.
Akibat serangan tersebut, korban mengalami luka bakar sekitar 24 persen pada beberapa bagian tubuh, termasuk tangan kanan dan kiri, wajah, dada, serta mata. Andrie sempat berteriak kesakitan dan terjatuh dari sepeda motornya sebelum akhirnya mendapatkan pertolongan.
Korban kemudian dilarikan ke rumah sakit terdekat di Jakarta untuk menjalani penanganan medis darurat, terutama pada bagian mata yang terkena cairan tersebut.
Koordinator KontraS, Dimas Bagus Arya, mendesak aparat kepolisian segera mengusut tuntas kasus tersebut serta mengungkap motif penyerangan. Ia juga meminta pelaku dijerat dengan pasal percobaan pembunuhan dalam Kitab Undang-Undang Hukum Pidana (KUHP) baru karena serangan menggunakan air keras berpotensi menimbulkan luka fatal hingga kematian.
