PRESS STATEMENT BY THE LEAGUE OF IMAMS AND ALFAS IN YORUBALAND, EDO AND DELTA (ROOBITOH - رابطة)
RE: PROPOSED REDESIGN OF THE NATIONAL YOUTH SERVICE CORPS (NYSC) UNIFORM
In the Name of Allah, the Most Merciful, the Most Compassionate
All praise is due to Allah. May His peace and blessings be upon Prophet Muhammad (ﷺ), his family, companions, and all who follow his guidance.
The League of Imams and Alfas in Yorubaland, Edo and Delta States (ROOBITOH) has noted the ongoing discussions regarding the proposed redesign of the National Youth Service Corps (NYSC) uniform.
ROOBITOH believes that any reform of a national institution should reflect the diversity of Nigeria and respect the constitutional rights of every citizen, including the right to practise one's religion peacefully.
For Muslim women, modest dressing (الحجاب) is not merely a cultural preference but a religious obligation established in the Noble Qur'an and the Sunnah of the Prophet Muhammad (ﷺ). Therefore, any official uniform should make reasonable accommodation for Muslim female corps members to observe this obligation without discrimination.
Allah says:
«"And tell the believing women to lower their gaze, guard their chastity, and not display their adornment except that which ordinarily appears thereof..." (Qur'an 24:31)»
Allah also says:
«"O Prophet! Tell your wives, your daughters, and the believing women to draw their outer garments over themselves. That is more suitable so that they may be recognized and not be harmed." (Qur'an 33:59)»
Islam teaches that modest clothing protects dignity, preserves self-respect, and encourages interactions based on character, competence, and integrity rather than physical appearance. Modesty is a moral value that benefits individuals and society alike.
ROOBITOH therefore submits the following:
1. The redesigned NYSC uniform should accommodate the legitimate religious needs of Muslim female corps members, including a modest hijab that integrates with the official uniform.
2. Relevant stakeholders, including recognised Muslim women's organisations and religious representatives, should be consulted before the final design is approved.
3. National unity is strengthened, not weakened when diversity is respected and every citizen is able to serve the nation without compromising sincerely held religious beliefs.
4. Uniforms for both male and female corps members should promote decency, professionalism, safety, and respect for Nigeria's cultural and religious diversity.
ROOBITOH also notes that public institutions should avoid clothing designs that unnecessarily accentuate the body or compromise the values of modesty. A decent uniform helps foster professionalism, reduces undue emphasis on physical appearance, and creates an environment where corps members are respected for their service and contributions.
We therefore call on the Federal Government and the management of the NYSC to adopt an inclusive and consultative approach that respects the rights of all Nigerians while promoting national cohesion.
May Allah guide our leaders to decisions that promote justice, peace, mutual respect, and unity.
