It’s not odd. It’s the difference in laws from state to state. Tx, for instance, leaves restricting to the discretion of the state legislature. Virginia Dems previously enacted a law that outlined very well defined processes for redistricting, to prevent the very kind of knee-jerk redistricting they then attempted to implement by circumventing those same procedures they put into law.

It’s their own stupidity that negated their effort, not SCOTUS.
