This power to forgive sins was always believed to be exercised by the Church and Her ministers. They are simply doing what Christ said they would do: the same and even greater works than He (John 14:12). He forgave sins, and “as the Father sent me, so I send you” (John 20:21). Their mission is now His, it includes the forgiveness of sins after baptism, and extends to the ends of the earth.

Part of the Church’s authority in this regard is therefore imposing a disciplinary penance on Her children for the exact same reason Scripture provides: to help them grow in virtue (which helps them avoid future sins).
So what is an indulgence? It is simply a LESSENING of this punishment, as the root word, “indulge,” implies.
Why would the Church do this?
For a very simple, and pastoral reason: many Christians, by choosing to gravely sin after their baptism, have a great deal of discipline they have yet to undergo, because of spiritual lethargy, lack of repentance, etc. The Church, realizing this, seeks to encourage them to take care of this NOW, TODAY, instead of continuing to put it off. Therefore, through an indulgence, She indulges the sinner, lowering the temporal punishment of those sins in order to encourage that child to get fully right with God.
Again, think of a parent/child. Let’s say a child ran away from home, partly because they knew how severe the parent’s righteous punishment would be. To help them come back Home and be fully at peace with them, the parent lowers the discipline, with a promise of clemency if they come home and take the lowered punishment.
That, in its heart, is what an indulgence is. It’s simple, it’s beautiful, it’s biblical. It is in no way something separate from Christ’s sacrifice, but is built entirely and completely upon it.
