Canada is borrowing the cheque it is sending.
$13.4 billion. That is the grand total in the 2024–25 international assistance report. Not one cheque. Not all of it left the country. First-year refugee costs inside Canada are in the number. FinDev is in the number. The rest went out the door. Another $100 million for Palestinians at the UN. Another $398 million announced in New York. Education funds. Ebola funds. A podium abroad.
None of it was sitting in a surplus. Ottawa is still borrowing. Public debt charges are $53.7 billion this year. The Canada Health Transfer is $57.4 billion. Interest is one bad year from eating the cheque that is supposed to pay for hospitals. Debt is already past $1.4 trillion. The bill does not stay in the communiqué. It comes out of the paycheque. It comes out of the house the grandchildren will not buy.
At home the files are open. Groceries are still up. The doctor is still a wait. Calgary logged about 30,000 dumping complaints and wrote three fines. The north coast tanker ban is still law. Pacific Link is a designation, not a pipe. Visas expire by the million and Ottawa cannot match the exits.
Running the borrowing machine to look generous in a foreign room does not make the country richer. It makes the country the lender of last resort to everyone except the people who pay the interest.
