I found an article that suggests Slowking was intentionally mistranslated. Teeuwynn was on the R&D team for WotC.
My theory is WotC thought that the Japanese and US players would never play in a tournament together and did this to balance the overpowered Trainers at the time.

Another thing they could do is Opponent's Win %, but only count opponents the player defeated. (I've done this myself in small, unsanctioned events)
