Public trust is betrayed. Funding fictitious or redundant agencies also creates opportunities for payroll fraud, contract manipulation, corruption, and the diversion of public funds. Nigeria must strengthen the integrity of its budgeting system through transparent preparation, independent scrutiny, accurate verification of ministries, departments and agencies, open procurement, regular audits, digital expenditure tracking, and strict sanctions for financial misconduct.
