It's remarkable, the leak of what appears to be an initial draft majority opinion. SCOTUS generally has kept its secrets and has kept confidential its internal processes and deliberations. But the Court does occasionally leak, and it has leaked before about Roe v. Wade. 1/x

@asmallteapot @alevin Caltrain told PA they have to show their designs won't preclude 4 tracks - but that makes PA pay for designing the potential 4 track grade sep that HSR is really supposed to design and pay for. Sunnyvale and Mt. View don't have this issue b/c their designs don't move the tracks.
