In 2003, the Congress-led government, acting on a recommendation from the then Chief Minister Rishang Keishing, added "Any Kuki Tribe" to the list, a decision that diluted the identity of smaller, authentic tribal groups in Manipur.

As per insights shared by Alok Ranjan, a reputed faculty member of NEXT IAS, the ethnic and demographic complexities of the region—particularly involving the Kuki-Chin people, must be understood in the context of cross-border migration, national security, and demographic shifts.
A particularly grave concern has been the alleged involvement of certain Kuki groups in drug trafficking networks. Manipur shares a border with the infamous Golden Triangle (Myanmar-Laos-Thailand), a global hotspot for heroin production. Many poppy plantations have surfaced in the Kuki-dominated hill areas. These plantations reportedly serve as the raw material source for heroin manufacturing. The proceeds from this narco-trade are suspected to fund illegal arms purchases and destabilize the region, making it a nexus for narco-terrorism.
The unchecked migration from Myanmar's Chin State, the alleged demographic manipulation, and the growing links of certain Kuki groups with drug cartels present a significant challenge to Manipur’s internal security. This is not merely a law-and-order issue but a long-term national security concern.
