This is the problem with local authorities, which also contributes very highly to Property Prices. I saw it with my eyes. They can have 100 plots (single residential), and then have 500+ applicants for single residential plots on the Waiting List.
What do they do? They take 5 people from the waiting list, then the remaining 95 plots are given to developers at General Valuation prices (not Market Prices). GV are done for Rates and Taxes and are pro people. They're not Market Related. Developers then go add their profits and that's how properties become expensive.
Here they're saying it's market related. Prices from a General Valuation are NOT market related. Those are people friendly prices and the rates from which those values are determined are Gazetted. There's no where you'd buy 21 plots (measuring an average of 600sqm per plot) for N$2 million in the market, so which Market related are they talking about? They are selling land for less than N$180/sqm. Market prices for land in Okahandja are around N$650/sqm.
The land is serviced with money provided by government through Capital Project requests by the way.
The Ministry of Urban needs to employ Valuers (just like Ministry of Land) to ensure Local Authorities are really selling land according to its worth. You'd be shocked that many Local Authorities don't even have in house Valuers and nobody in house can interpret a General Valuation Roll. They take it as presented by private Valuers who do the Valuations, presented at Valuation Court in front of a Magistrate (Lawyer) somebody who can't even value a toilet, and if there are no objections from the residents (again, people who understand nothing about the technicalities of valuation), the Valuation Roll is approved, and residents pay false Rates and Taxes for 5 years.
It's that reason they're selling land for vehicles because nobody even scrutinizes the Valuations.
