Taxi boss, Joe Sibanyoni, has received a Rule 10.6 notice from the Madlanga Commission of Inquiry, requiring his response to matters pertinent to the commission's investigation.

Sibiyanyoni received the notice last week. According to sources close to Sibiyanyoni, he may be requested to appear before the commission.

Sibiyanyoni has been requested to address several inquiries, including those pertaining to the Kwagga 20 (an allegedcriminal syndicate operating in Kwaggafontein and KwaMhlanga and Siyabuswa), his association with the late Jothan "King Mswazi" Msibi and about Steven Motsumi.

MADLANGA COMMISSION COMMENT:

“The Commission does not comment publicly on the preparations it may or may not be making with regard to the testimony or appearance of witnesses, unless a particular matter is ventilated in an open hearing.

“Similarly, the Commission does not provide details of whether a specific witness may or may not be appearing before it.”

IPID’s Len John explains how crime scenes are reported

IPID Deputy Director for Investigations in KwaZulu-Natal, Len John, told the Madlanga Commission that SAPS members who attend a police-related crime scene are expected to notify IPID when the incident falls within its mandate.

He explained that, in practice, uniformed members usually contact the SAPS detective on call and duty officer, who then notify IPID. However, delays can occur when the detective or duty officer takes time to reach the scene. John said IPID is sometimes called only after other role-players, such as the Local Criminal Record Centre, have already arrived.

This is a thorny one. When there is an accident we want it cleared so that traffic can move. SAPS members will get to know tow truck drivers, they meet often at accident scenes. Are there some bad cops - we now have names definitely some bad cops. Is everyone bad now?

Police have friends in the tow truck industry, they know which tow truck to communicate with, and because of that we see that the tow truck industry has free rein when it comes to crime. We believe that tow trucks are used for transporting drugs.”
