For years, @YolzYako & I have shared our live locations whenever we go out at night. Until #OloratoMongale did the same, yet became a victim of #GBVF regardless. We still share our locations. Not because we believe it will save us, but because we know that, if either of us doesn't make it home, our families will at least know where to look, who we were with, & who was with us until our lives ended. How heartbreaking that, as women, we have to leave digital trails of our movements, not just for safety, but in case we become another woman whose family is left searching for answers. We deserve so much more than surviving the night. 🕊️

Professor Somadoda Fikeni took the stand on Day 176 and said something that should have stopped the room.

South Africa's implementation failures are not incompetence.

They are design.

He called it a "political economy of inefficiency." An appearance of action while the system is structured so that policies and programmes do not actually work.

Okay. Let me walk through what he actually said.

1. South Africa has some of the best governance policies on paper.

Fikeni should know. He chairs the Public Service Commission. His job is to evaluate whether those papers mean anything.

He said he has seen four ministers in five years at the PSC. High turnover is not chaos. It is a feature — because every new minister restarts the clock, and the system behind the minister keeps running.

But then he said the quiet part:

"The unwillingness to implement, but the presentation of a facade that we want to implement. Okay, let them push, but we'll make sure that it doesn't work."

2. The drone example.

The Border Management Authority has four drones for 71 ports of entry.

Fifty-two of those ports are land borders.

The BMA says it cannot procure more because the budget goes to salaries, with almost nothing left for operations and equipment. Officials have applied for extra funding through the Criminal Assets Recovery Account.

Four drones. Seventy-one ports.

That is not a budget shortfall. That is a statement.

3. But the drone gap is not the story. The story is the rest of the inventory.

Fikeni pointed to a wider pattern: idle equipment. Unspent grants. Software licences purchased and never activated. ICT systems bought and never switched on.

Money has been spent. The receipt exists. The box was delivered. It was never opened.

This is not theft. It is worse. Theft requires someone to want something. This requires no one to want anything to work.

4. Here is what "political economy of inefficiency" actually means.

It is not that the system is broken. It is that the system produces exactly the outcome it was designed to produce:

- Appearances of action for the annual report.
- Delays long enough for the political cycle to turn.
- Just enough functionality to keep the lights on while the wiring corrodes.

When a minister announces a new programme, the announcement is the deliverable.

The programme is optional.

5. The uncomfortable truth:

Incompetence can be fixed. You train people. You hire better ones. You restructure.

A system designed to look like it is working while ensuring it does not work cannot be reformed from within.

Because the people who would have to fix it are the same people who benefit from it staying broken.

Fikeni did not say that last part.

He did not have to.

Okay. Let me walk you through what happened.

On 31 August 2026, Malesela Teffo arrived at the Johannesburg High Court during Cat Matlala's attempted murder trial.

He was not on the case. He was not representing anyone. He walked in unannounced and asked to intervene — as a "friend of the court," or through his Pro Bono Foundation, claiming constitutional violations.

Judge Cassim Moosa told him to produce proof of readmission from the LPC or the High Court. Teffo could not.

The application was stood down.

Then the police arrived.

Here is what you need to understand before the headlines write themselves.

1. Teffo is not a lawyer anymore.

He was admitted as an advocate in 2009. But in September 2022, the Pretoria High Court struck him off the roll following an application by the Legal Practice Council.

The court cited serious professional misconduct: misappropriating client funds, taking briefs directly from clients without instructing attorneys, misleading courts, breaching court orders.

These were not allegations. These were findings of a court.

And in July 2026, he was acquitted of six criminal charges — assault, fraud-related matters, incidents from 2023. The LPC made clear: acquittal does not restore your right to practise. An acquittal says the state did not prove guilt beyond reasonable doubt. It does not erase a striking-off order.

He remains struck off. He is not entitled to appear in court or offer legal services.

2. The warrant was already in the system.

The LPC confirmed a warrant of arrest existed, stemming from a prior contempt finding. A 2023/2024 court order declared him in contempt of the original striking-off order, with a suspended 12-month imprisonment sentence if he complied.

Police had previously been unable to locate him.

Then he walked into a courtroom.

3. Now the context matters.

The trial he interrupted was Cat Matlala's — the same Vusimuzi "Cat" Matlala who won the R360 million SAPS medical tender that was later confirmed as irregular expenditure, with at least R50 million already paid before cancellation.

Matlala has been arrested on corruption and fraud charges. The charges against Police Commissioner Masemola linked to that tender were just dropped by the NPA.

Teffo is not a random bystander in this story.

He is a former defence counsel in the Senzo Meyiwa trial who gained prominence through that high-profile exposure. He positioned himself as a constitutional watchdog. And he showed up at the courtroom of a man whose tender was built on the same rot that the Madlanga Commission is currently mapping.

4. Here is the uncomfortable part.

A struck-off advocate appearing during a corruption trial does not raise the same question it would if the accused were a nobody.

When you remove yourself from the rolls of legal practitioners, when you are in contempt of the order that removed you, when a warrant is already circulating — and then you choose that moment to walk into that courtroom and ask to intervene...

The timing does not read like constitutional activism.

It reads like someone who knows which courtroom will get cameras.

5. That does not mean the constitutional questions he raised are wrong.

It does not mean the accused should not get a fair trial. It does not mean the state cannot abuse process.

But it does mean we should be clear about what this is.

It is not an advocate defending the rule of law.

It is a man who has been told by two separate courts that he cannot practise law, walking into a high-profile corruption trial and asking to be heard.

The judge did not hear him. The police did.

The uncomfortable truth:

The rule of law does not need protectors who are themselves subject to warrants.

A struck-off advocate appearing in court is not a constitutional crisis.

It is a man who forgot that the order striking him off was not a suggestion.

And the warrant that finally found him was not new.

It had been waiting.
