“There Can’t Be Sustainable Development Without the Rule of Law - NBA President at the NDDC Law and Development Summit”
At the NDDC Law and Development Summit, the President of the Nigerian Bar Association, Mazi Afam Osigwe, SAN @afamosigwe, emphasized that sustainable development cannot be achieved through funding, planning, and engineering alone.
According to him, while infrastructure, technology, and financial resources are critical components of development, the law remains the indispensable foundation upon which meaningful progress is built.
He noted that without the law, there would be disputes without solutions, investments without protection, and development without direction. Law, he stated, provides the framework that guarantees order, accountability, justice, stability, and investor confidence.
The NBA President further observed that the law is the most important pillar of democratic governance, embodying principles such as government of the people, by the people and for the people, as well as the doctrines of separation of powers and checks and balances. He stressed that legal frameworks must not only exist on paper but must be effectively implemented to drive remediation, equity, prosperity, and inclusive growth.
Speaking on the mandate of the Niger Delta Development Commission, he expressed confidence that the Summit would serve as a turning point toward sincere, law-driven, rapid, even, and sustainable development of the Niger Delta region and Nigeria as a whole.
He urged stakeholders to ensure that the deliberations of the Summit culminate in practical and actionable resolutions capable of translating legal principles into measurable developmental outcomes.

WHEN WILL THE KILLINGS STOP?
The Nigerian Bar Association (NBA) condemns in the strongest terms the gruesome attacks carried out on innocent residents in Jos, Plateau State, on Palm Sunday. The reports of gunmen unleashing violence on communities, leading to multiple deaths and injuries, are deeply distressing and painfully remind us of the frightening insecurity confronting ordinary citizens who were simply going about their lawful and peaceful activities.
That this tragedy occurred on Palm Sunday, a sacred day for Christians marking the beginning of Holy Week, makes the incident even more heartbreaking. A day meant for prayer, reflection, and hope was instead turned into a day of fear, bloodshed, and mourning. Families who should have returned home from worship in peace were thrown into grief. Communities that should have been united in faith were left shattered by violence. This cycle of attacks, often leaving devastation in its wake, is unacceptable and must not be allowed to continue.
The repeated occurrence of these killings paints a troubling picture of impunity. When perpetrators of mass violence continue to evade justice, it sends a dangerous message that human life is expendable. Citizens begin to lose faith in the ability of the state to protect them, and communities are left to live in constant fear. The protection of lives and property is the most fundamental responsibility of government, and the continued loss of innocent lives demands urgent, decisive, and transparent action.
We therefore call on security agencies to swiftly identify, apprehend, and prosecute those responsible for the Palm Sunday killings. The Federal and State Governments must immediately strengthen security presence in vulnerable communities in Plateau State and other flashpoints across the country. Intelligence gathering must be improved, response mechanisms must be proactive, and deliberate steps must be taken to prevent further attacks. Beyond words, the victims and affected families deserve justice, support, and reassurance that their pain will not be ignored.
The NBA extends its deepest condolences to the families who have lost their loved ones and to the people and Government of Plateau State. We share in their grief and stand in solidarity with all those affected by this senseless violence.
Nigeria cannot continue on this dangerous path where human life is cheapened, and communities live under constant threat. The recurring nature of these attacks raises serious constitutional and governance concerns, particularly regarding the protection of the right to life guaranteed under the Constitution of the Federal Republic of Nigeria, 1999 (as amended).
Every Nigerian, regardless of ethnicity, religion, or location, has an inviolable right to life and security. When these rights are not protected, public confidence erodes, national cohesion weakens, and the rule of law is undermined.

“Beyond the Call to Bar: NBA President Speaks on Shaping the Future of Nigeria’s Legal Profession”
The President of the Nigerian Bar Association (NBA), @afamosigwe Mazi Afam Osigwe, SAN, attended the 2nd Annual Lecture of the Body of Benchers and the Public Presentation of the Report of the Directions of the Legal Practitioners Disciplinary Committee (LPDC), where he delivered a goodwill message highlighting key issues affecting the legal profession and the future of young lawyers in Nigeria.
In his remarks, the NBA President drew attention to the increasing number of new entrants into the legal profession, noting that over 10,000 lawyers were called to the Nigerian Bar in the past year alone. He observed that while this milestone reflects the continued growth of the profession, it also raises important questions about the future of these young lawyers and the opportunities available to them. According to him, many newly admitted lawyers remain uncertain about what the profession holds for them, making it imperative for institutions within the legal ecosystem to provide guidance, structure, and opportunities that will enable them to thrive.
He stated that the theme of the lecture, “Body of Benchers: Beyond the Call to Bar,” was both timely and thought-provoking, as it calls for deeper reflection on the evolving responsibilities of the Body of Benchers in shaping the future of the profession. The NBA President emphasized that the work of the Body of Benchers does not end with the ceremonial call to the Bar; rather, it extends to ensuring that the legal profession remains vibrant, inclusive, and responsive to the realities faced by practitioners across the country.
Mazi Afam Osigwe, SAN, also underscored the importance of the continued partnership between the Nigerian Bar Association and the Body of Benchers in strengthening professional standards and institutional frameworks governing legal practice in Nigeria. In this regard, he expressed appreciation for the constructive collaboration between the Body of Benchers, the NBA, and the Office of the Attorney-General of the Federation in the ongoing efforts to amend the Legal Practitioners Act, noting that such cooperation demonstrates a shared commitment to modernizing the regulatory framework of the legal profession.
The NBA President further acknowledged the significance of the Directions of the Legal Practitioners Disciplinary Committee, describing them as an important instrument for strengthening professional discipline and guiding legal practitioners on the ethical standards expected of members of the Bar. He noted that maintaining integrity and accountability within the profession is critical to sustaining public confidence in the administration of justice.
He concluded by expressing optimism that the lecture would stimulate robust and forward-looking discussions that would further strengthen the role of the Body of Benchers in advancing the legal profession in Nigeria. According to him, engagements of this nature provide an important platform for reflection, reform, and collaboration among key stakeholders within the justice sector.
The event brought together eminent members of the Bench and Bar, senior legal practitioners, regulators of the profession, and other stakeholders committed to promoting excellence, discipline, and institutional development within Nigeria’s legal profession.

The meeting was well attended by National Officers, Past Presidents and General Secretaries, Branch Chairmen and Secretaries, leaders of NBA Sections and Fora, Co-opted NEC Members, Observers, as well as members of the press.

2. Mandatory Pupilage with Structured Welfare Guarantees
Transition into legal practice has, for many young lawyers, been largely informal, often unregulated, underpaid, and without clear protections.
The Legal Practitioners Bill, 2025 introduces a mandatory two-year pupilage programme, but significantly, it does not stop at making pupilage compulsory. It embeds structured welfare safeguards into the system.
Under the Bill, the Body of Benchers is mandated to develop rules governing:
•Allowances and remuneration of pupils
•Fair selection and humane treatment
•Duties and responsibilities of pupil supervisors
•Support systems and complaint procedures for pupils
This represents a major shift from loosely structured apprenticeship to a regulated, welfare-conscious transition into practice.
Pupilage is no longer left to discretion or goodwill. It becomes a defined, supervised, and protected phase of professional development. This reform reflects sustained advocacy to ensure that learning under supervision does not translate into exploitation, and that mentorship comes with responsibility and accountability.
