Importantly, the MoU fully respects the sovereignty of both countries. It creates no new legal obligations and preserves each country's authority over its data and operational decisions. Rather, it provides a structured platform for cooperation, communication and mutual benefit.

Experts from Uganda and South Sudan are meeting in Kampala as we speak – for a bilateral dialogue on cooperation in the management of flows along the White Nile.
A key focus of the discussions is a proposed Memorandum of Understanding on Cooperation in the Flow Management of the #WhiteNile.
The MoU provides a non-binding framework for enhanced exchange of hydrological and meteorological information, coordination during extreme events, and strengthened early warning systems.
The message is clear: act early. Timely action to conserve water, optimise reservoir operations, protect vulnerable communities and activate drought contingency plans can help reduce risks across the basin. @IGAD_CPAC@WMO#EarlyWarningForAll

The next phase is clear: move information further down the value chain. As Dr, Niyonzima challenged participants, hydrological outlooks must translate into "lives protected, crops saved and communities prepared." That journey begins this week in Kampala.

Experts from the Nile countries, @IGAD_CPAC, @WMO and @EAC_LVBC are in Kampala for a five-day forum on hydrology.
They will review progress, share lessons and chart the next phase of regional hydrological cooperation. 🧵
The workshop will also explore new technologies, including satellite-derived streamflow forecasting, digital twins and improved early warning systems.
The goal is to make hydrological information more accessible, timely and useful for decision-makers.
Together, Nile Basin experts and partners have produced seven consecutive seasonal flood advisories, strengthening preparedness, planning and regional cooperation. Countries jointly translate hydrological data into actionable knowledge.

In this timelapse of the night sky, you can see lightning storms (beginning and end), and one of my favorite night scenes – as we cross over Africa from west to east, it is very dimly lit until the snaking spectacle of light along the Nile appears (worth the wait), erupting into the brilliance of Cairo and the river delta. It’s a perfect illustration of the vitality of our planet’s water sources and how our human cultures have developed along them.
